FERC Texas Eastern Pipeline Expansion Decision Deadline

The Federal Energy Regulatory Commission is due to issue a final decision on Texas Eastern Transmission LP’s proposed Middlesex Extension Project, which consists of a natural gas pipeline and meter and regulating facilities in New Jersey. The project is designed to provide 264 million cubic feet per day of natural gas transportation to interconnect with Transcontinental Gas Pipe Line Company LLC’s mainline system and an existing lateral to supply CPV Shore Holding LLC’s 725-megawatt natural gas-fired Woodbridge Energy Center in New Jersey. The infrastructure expansion aims to enhance the reliability of service to the power plant by providing an alternate access of supply during periods of constraint. CP20-30-000

MD PSC Baltimore Gas and Electric Rate Plan Hearing

The Maryland Public Service Commission will consider Baltimore Gas and Electric Company’s proposed multi-year rate plan to address electric and gas revenue deficiencies from 2021 to 2023. In light of the COVID-19 pandemic, the Exelon Corp. subsidiary said it is not proposing to increase revenues in 2021 or 2022, and is seeking increases of $140.4 million for electric and $94.9 million for gas service in 2023. The proposal is expected to result in an increase of about 8.3 percent in the total bill for an average residential customer receiving both electric and gas service from the company in 2023. 9645

NJ BPU Second Offshore Wind Solicitation Comments

The New Jersey Board of Public Utilities is due to receive comments on the draft guidance document for its second offshore wind solicitation for up to 2.4 gigawatts of capacity. The document includes information on the timeline and mechanism of the solicitation, the application requirement, and the criteria for evaluating applications. The first round resulted in the selection of Denmark-based Orsted A/S to develop a 1.1-gigawatt wind project, known as Ocean Wind, off the coast of Atlantic City. The state has a goal of achieving 7.5 gigawatts of offshore wind by 2035 and 100 percent clean energy by 2050. READ MORE

NYISO Hybrid Storage Market Participation Options

The New York Independent System Operator Inc. will discuss market participation options for hybrid storage resources namely, generation paired or co-located with electric storage. In a recent proposal, the grid operator presented three options allowing these resources to participate as distinct generators, aggregations behind the same point of interconnection, and self-managed storage resources. The plan includes market design enhancements that will enable climate policies while supporting grid reliability. Design improvements will aim to meet the future challenges expected to arise with high levels of intermittent renewable and distributed energy resources. READ MORE

MD PSC COVID-19 Impact Investigation

The Maryland Public Service Commission is due to receive comments based on the responses, filed on Aug. 11, to a series of questions regarding the impact of the COVID-19 pandemic on electric and gas utilities. The agency seeks to probe the impacts of stay-at-home orders and the prohibition on shutoffs regarding energy usage, utility operations, reliability, and revenue. The commission has authorized the state’s utilities to track pandemic-related financial implications to serve customers. CA EC Clean Transportation Funding Programs Workshop

The California Energy Commission will gather information on funding programs for zero emission vehicles and the opportunities for economic recovery and workforce development through clean transportation investments. The discussion will feature a panel focused on equity considerations for investments to advance ZEV deployment, as well as approaches to evaluating the benefits of such funding initiatives. MN PUC CenterPoint Energy Rate Case Comments

The Minnesota Public Utilities Commission is due to receive comments on CenterPoint Energy Minnesota Gas’ application for adjustments of retail rates and charges applicable to natural gas service. The Utility Holding LLC subsidiary asked for an annual revenue increase of $62 million, or about 6.8 percent, and a return on equity of 9.21 percent. OR PUC Cascade Natural Gas IRP Prehearing Conference

The Oregon Public Utility Commission will discuss Cascade Natural Gas Corporations’s 2020 integrated resource plan, outlining the company’s strategy to meet energy and capacity needs over the next 20 years. The MDU Resources Inc. subsidiary forecasts the system load, under normal weather conditions, to exceed 434 million therms in 2039 with residential customers growing from 54.5 percent to 57 percent of the total core load. The company has introduced renewable natural gas in a separate chapter for the first time in the resource plan, in a bid to mitigate the carbon footprint of the gas industry. LC 76
