State renewable portfolio standards (RPS) are a key driver behind the torrid expansion of wind and solar generation across the U.S. RPS requires electricity suppliers to obtain a certain percentage of their retail sales from eligible renewable resources, with targets set to increase annually. In recent years, states have expanded their RPS programs to create broader clean energy standards, which establish targets for utility procurements from non-emitting sources. Governors in several states have issued executive orders setting clean energy goals. In 2022, renewable energy resources accounted for about 22 percent of U.S. utility-scale electricity generation, according to the U.S. Energy Information Administration.
