New Jersey Governor Unveils Strategic Roadmap to Advance Building Decarbonization
New Jersey Governor Phil Murphy on Nov. 6 announced the release of a comprehensive roadmap outlining strategies to decarbonize the state’s building sector, which represents the second-largest source of emissions. The plan, developed under Executive Order 316 signed in 2023, provides a policy and regulatory framework to electrify 400,000 residential and 20,000 commercial units by 2030. The roadmap was prepared by the Governor’s Office of Climate Action and the Green Economy in collaboration with the Clean Buildings Working Group, reflecting a multi-year, interagency approach to cutting emissions and advancing the state’s clean energy goals.
The roadmap identifies five central themes to guide decarbonization efforts: accelerating electrification through regulatory innovation and consumer incentives; reforming utility regulation to align gas and electric investments with climate objectives; promoting equity and environmental justice; expanding workforce training and clean energy job pathways; and strengthening data collection and performance monitoring to track progress. Each area includes recommendations for legislative, policy, and funding measures aimed at achieving long-term emission reductions while maintaining energy affordability and reliability.
The plan emphasizes the need for coordinated action across state agencies, utilities, and private stakeholders to drive adoption of zero-carbon technologies such as heat pumps and electric appliances. It also highlights the importance of leveraging existing energy efficiency and demand response programs to lower costs and improve system flexibility. The roadmap underscores the Murphy administration’s commitment to ensuring that low-income and overburdened communities benefit equitably from the transition through targeted funding, consumer protection, and access to clean energy incentives.
By integrating workforce development with climate policy, the roadmap seeks to create new economic opportunities in technical trades, installation, and maintenance for clean energy systems. The initiative forms a key component of the state’s broader strategy to achieve 100 percent clean energy and reduce its dependence on fossil fuels.
