New York Regulator Clears Utility Emergency Plans, Tightens Coordination for Major Outages

The New York Public Service Commission on March 19 approved updated Electric Emergency Response Plans, or ERPs, for major investor-owned utilities, advancing statewide standards for outage preparedness and interagency coordination.

The action applies to Consolidated Edison Company of New York, Central Hudson Gas and Electric Corporation, New York State Electric and Gas Corporation, National Grid, Rochester Gas and Electric Corporation, Orange and Rockland Utilities, and PSEG Long Island. The regulator also directed utilities to file approved plans with county executives and relevant local authorities, including the New York City emergency management office. The requirement strengthens coordination between utilities and local officials during widespread outages and emergency conditions.

Under longstanding requirements, utilities must review and submit ERPs annually, detailing restoration procedures, customer communications, and coordination with government agencies. Department of Public Service staff reviewed the latest filings and found them compliant with operational and communication requirements.

The updated plans include several targeted modifications. Utilities revised references to reporting tools and standardized compliance elements across companies to ensure consistency. The changes also remove certain telecommunications calls that were not required during major outage events, streamlining response efforts. In addition, utilities updated procedures for maintaining records of elderly, blind, and disabled customers, a group that often requires priority support during outages.

The approvals reflect a continued focus on refining emergency response frameworks as extreme weather and grid reliability risks evolve. By aligning requirements and improving coordination with local officials, the commission is seeking to enhance response efficiency and customer protection during service interruptions.
