U.S. Energy Department Approves $3.26 Billion Loan for AEP Texas to Expand Grid Infrastructure
The U.S. Energy Department on July 8 approved a loan of up to $3.26 billion for AEP Texas to expand and modernize the state’s transmission system, extending the Trump administration’s effort to strengthen domestic energy infrastructure. The financing, provided through the Office of Energy Dominance Financing, is expected to lower long-term electricity costs, improve grid reliability, and support rising electricity demand across Texas. The department estimates the investment will save more than one million residential and commercial customers about $685 million in electricity costs over the next 30 years while creating thousands of construction and related jobs.
The loan will support about 100 transmission projects, including rebuilding existing transmission lines, installing higher-capacity conductors, and constructing new infrastructure spanning roughly 2,800 miles across Texas. The upgrades will approximately double the power-carrying capacity of modernized transmission corridors, reduce service interruptions, and enable additional reliable baseload generation to connect to the grid. The expanded network is intended to meet growing electricity demand from data centers, advanced manufacturing facilities, and oil and natural gas development in the Permian Basin.
The transaction represents the third utility financing completed through the EDF, following a loan of up to $1.6 billion for DTE Gas Company to strengthen Michigan’s natural gas infrastructure and a $26.5 billion financing package for Southern Company’s Georgia Power and Alabama Power subsidiaries to support generation, transmission, and grid modernization projects.
The latest financing reinforces transmission investment as a central component of the administration’s broader energy policy. As electricity consumption continues to increase because of expanding industrial activity, data centers, and domestic manufacturing, federal officials have increasingly prioritized transmission upgrades alongside new generation resources to improve grid reliability, reduce congestion, and support long-term economic growth.
