U.S. Energy Department Allocates Up to $42 Million for Northeast Natural Gas Pipeline
The U.S. Energy Department on Oct. 19 announced up to $42 million in funding to advance a proposed 125-mile natural gas pipeline from Pennsylvania to New York. The project aims to expand natural gas deliveries to Northeast markets facing limited access to the fuel, strengthen regional energy security and support infrastructure designated as critical to national defense.
Constitution Pipeline Company is developing the project to improve natural gas transportation across the region. DOE expects additional supply to help lower electricity and home heating costs by improving access to affordable fuel. The pipeline could also strengthen regional supply reliability during periods of high demand, particularly in winter, when transportation constraints can limit natural gas deliveries.
The funding will cover eligible pre-construction and permitting activities, including environmental reviews, engineering, site preparation and costs associated with obtaining regulatory approvals. Following completion of the required permits, the allocation may also support the deployment of complementary natural gas infrastructure. DOE did not disclose the pipeline’s total development cost, transportation capacity or expected in-service date.
The investment falls under Title III of the Defense Production Act, which authorizes federal support for domestic industrial capabilities considered essential to national security. Presidential Determination No. 2026-12 identifies natural gas pipelines, processing and storage infrastructure as critical to national defense. The initiative also draws on $1 billion in federal funding appropriated under the Working Families Tax Cut, enacted in 2025, for energy-related projects designated as essential to national security.
The proposed pipeline remains subject to regulatory approvals and completion of pre-construction requirements. The funding is intended to advance project development rather than confirm the start of construction. Its eventual impact on regional energy prices and reliability will depend on project completion and the additional natural gas transportation capacity delivered to Northeast markets.
