DOE Rare Earth Metals Production Grant Program

The U.S. Energy Department of Energy is due to receive applications seeking funds through a $32 million grant to help build facilities for producing rare earth elements and critical minerals from domestic coal-based resources. The funding, provided by the 2021 Infrastructure Investment and Jobs Act, will strengthen domestic supply chains and help meet growing demand for critical minerals as well as reduce reliance on foreign sources. The program funds research, development, and demonstration projects that support the development of facilities for domestic production and refining of rare earth elements and other critical minerals across the country. These facilities will help create a healthier environment for local communities by using sources of coal and coal by-products to extract, separate, and produce the rare elements and minerals.

NRC License Renewal Guidance

The Nuclear Regulatory Commission is due to receive comments on draft documents that would update guidance for U.S. nuclear power plant owners requesting the renewal of operating reactor licenses for a second time. The changes include updates to lessons learned on how safety systems can safely manage the effects of aging beyond 60 years of operation and the commission staff’s latest plan for reviewing applications for license extension from 60-80 years. The revisions are based on the experience and lessons learned during license renewal reviews since the documents were originally published in 2017. READ MORE

BLM Oil and Gas Lease Sale

The Bureau of Land Management is due to receive public input on 11 parcels totaling about 595.59 acres that might be included in an upcoming lease sale in New Mexico and Oklahoma. The lease sale will include updated fiscal provisions authorized by the 2022 Inflation Reduction Act, including a royalty rate of 16.67 percent.

DOE Transmission Siting and Economic Development

The U.S. Energy Department will hold an informational webinar to discuss its $300 million grant to accelerate and strengthen electric transmission siting and permitting processes. The grant aims to support state, local, and tribal siting and permitting activities to advance transmission buildout by streamlining federal reviews of projects and investing in a wide range of grid upgrades to help lower electricity costs, strengthen reliability, and reduce emissions. The grant is the first tranche available of a $760 million program established under the 2022 Inflation Reduction Act.

CT PURA Performance-Based Ratemaking

The Connecticut Public Utilities Regulatory Authority will hold the first of a series of technical meetings investigating performance mechanisms for a performance-based regulation framework. The meeting will include an introduction to reported metrics and discussion on the narrowing and prioritization process, and a presentation on previous working group meetings which reviewed reported metrics, scorecards, and performance incentive mechanisms. The agency issued a final decision in April adopting the regulatory goals, foundational considerations, and priority outcomes that will guide its development and adoption of a performance based regulatory framework in the state 21-05-15RE02

MD PSC Columbia Gas Infrastructure Plan

The Maryland Public Service Commission will hold a hearing to discuss Columbia Gas of Maryland’s 2024-2028 Strategic Infrastructure Development and Enhancement, or STRIDE, plan. The NiSource Inc. subsidiary’s investment plan accelerates cost recovery of eligible gas distribution and transmission system infrastructure replacements of $495 million to be collected over a five-year period from the start of 2024. The estimated monthly surcharge under the plan would be approximately $0.49 in the first year and reach $2 in the last three years for a residential customer.

NYSERDA EV Grid Integration

The New York State Energy Research and Development Authority is due to receive concept papers on a $12 million funding opportunity to support the development and demonstration of innovative, replicable solutions that advance electric vehicle adoption and integration with the electric grid. The initiative seeks innovative demonstrations of medium- and heavy-duty electric and hydrogen fuel cell technologies. The competitive grant aims to advance EV charging infrastructure and reduce grid integration costs, improve the economics of EV ownership for consumers, and demonstrate medium- and heavy-duty vehicle electrification through fuel-cell EVs or standard battery operated vehicles. The opportunity will award up to $3 million for product development and demonstrations of technologies and business models that help reduce energy demand peaks and provide grid benefits that lower the overall cost of necessary electric grid infrastructure upgrades.

DC PSC Washington Gas Light Rate Case

The District of Columbia Public Service Commission Will hold a hearing to discuss Washington Gas Light Company’s application for adjustments of retail rates and charges applicable to natural gas services. The WGL Holdings subsidiary is seeking a net increase of $47.7 million, or 20.4 percent, with a return on equity of 10.4 percent. FC1169

UT PSC Dominion Energy Utah Rate Adjustment

The Utah Public Service Commission is due to receive comments on a memorandum presenting results from an audit and review of Dominion Energy Utah’s requested changes to its infrastructure rate adjustment. The company requested an incremental revenue increase of nearly $3 million which would increase the total annual bill by $1.98, or 0,26 percent, for residential customers consuming 80 decatherms. The commission issued an order on November 30, 2021 approving the interim rates pending forthcoming audits. 21-057-26

ID PUC PacifiCorp’s Long-Term Resource Plan

The Idaho Public Utilities Commission is due to receive comments on PacifiCorp’s 2023 integrated resource plan, or IRP, which outlines the utility’s vision for the West through 2032. The preferred portfolio includes 1,000 megawatts of additional advanced nuclear resources through 2033, and 1.24 gigawatts of non-emitting peaking resources through 2037, according to a notice issued in April. Additionally, the company states that over the 20-year planning horizon, the portfolio includes over nine gigawatts of new wind and more than 7.8 gigawatts of new solar. PAC-E-23-10

MN PUC Xcel Energy Multi-Year Rate Plan

The Minnesota Public Utilities Commission will discuss whether to reopen, reconsider, or clarify its order regarding Northern States Power Company’s application for adjustments of retail rates and charges applicable to electric services. The commission recently approved increases of $92 million for 2022, $93 million for 2023 and $121 million for 2023, for a three-year total of $306 million. This equates to a 9.6 percent increase over three years. The Xcel Energy subsidiary initially proposed an increase in rates of $677.72 million, or 21.2 percent over the course of the three-year rate plan. GR-21-630
