Texas Approves First-of-Its-Kind Grid Connection Framework for Data Centers and Large Power Users

The Texas Public Utility Commission on June 18 approved a new process developed by the Electric Reliability Council of Texas to evaluate large electricity users seeking access to the state’s power grid, marking a significant shift in how rapidly growing demand from data centers and other large facilities will be managed. The framework, known as Batch Zero, allows the grid operator to study qualifying projects of at least 75 megawatts as a group rather than reviewing applications individually. Regulators view the approach as a way to better assess cumulative demand, allocate available grid capacity more efficiently, and identify transmission upgrades needed to maintain system reliability.

The decision comes as ERCOT tracks more than 438,000 megawatts of proposed large-load requests, with data centers accounting for nearly 89 percent of the total. The previous project-by-project review process faced increasing pressure as developers submitted a growing number of requests tied to artificial intelligence, cloud computing, and other energy-intensive operations. By evaluating projects collectively, the new framework is intended to provide greater transparency and improve long-term transmission planning.

The framework emerged from an extensive stakeholder process involving utilities, generators, developers, consumer advocates, and other market participants. The effort included public workshops, surveys, written comments, and technical committee reviews before receiving approval from the grid operator and state regulators.

The policy also creates alternative pathways for large customers seeking service, including facilities that develop onsite generation and customers willing to reduce consumption during periods of local transmission constraints. The grid operator plans to classify Batch Zero projects in August 2026 and publish a statewide transmission plan in Fall 2027, with applications for the next batch expected to open in Summer 2027.
