U.S. Energy Department Commits Up to $4.2 Billion to Vistra for Nuclear Upgrades
The U.S. Energy Department on Oct. 5 announced a conditional loan commitment of up to $4.2 billion for Vistra to modernize and increase output from its nuclear fleet in Pennsylvania and Ohio, supporting reliable power supplies as electricity demand rises across the PJM Interconnection region. The financing will cover planned investments at the Beaver Valley Nuclear Power Station in Pennsylvania and the Davis-Besse and Perry nuclear plants in Ohio.
The projects are expected to preserve nearly 4 gigawatts of existing nuclear generation and add about 433 megawatts of capacity. The upgrades are intended to increase electricity production from existing facilities without requiring new transmission corridors or comparable replacement generation. The projects also are expected to support approximately 3,000 jobs tied to engineering, construction and planned plant outages, while helping maintain thousands of permanent positions at the facilities.
Vistra’s investments would support continued operation of the three plants for an additional 20 years beyond their current operating licenses. The financing also includes an option for the department to support potential future capacity increases at Vistra’s Comanche Peak Nuclear Power Plant in Texas.
The commitment however remains conditional. Vistra must meet technical, legal, environmental and financial requirements before the Energy Department can finalize financing agreements and disburse funds.
The federal financing forms part of the administration’s broader effort to expand and preserve the domestic nuclear fleet amid rising electricity demand. Nuclear plants provide around-the-clock generation and can help meet growing power needs without the emissions associated with fossil-fuel generation. Maintaining existing facilities has also become increasingly important as utilities and grid operators face higher demand from data centers, manufacturing and electrification.
