DOE Tribal Clean Energy Funding

The U.S. Energy Department will hold an informational webinar to discuss a $50 million funding opportunity to support clean energy technology deployment on tribal lands. The program is aimed at strengthening tribal energy sovereignty by bolstering ongoing efforts to lower energy costs, increase energy security and resilience, and provide electric power to unelectrified buildings. The department expects to issue 10 to 25 awards ranging from $100,000 to $5 million from the fiscal years 2022 and 2023 budgets. Applications are due by May 16.

DOE Hydroelectric Incentives Program

The U.S. Energy Department is due to receive comments on a draft guidance to inform its implementation of hydroelectric incentives in the 2021 Infrastructure Investment and Jobs Act. The draft describes the application process and the information necessary to make incentive payments to owners and authorized operators of qualified hydroelectric facilities under the Maintaining and Enhancing Hydroelectricity Incentives program. The initiative aims to provide incentives for capital improvements directly related to enhancing grid resilience, improving dam safety, and environmental improvements.

BLM Western Solar Plan Update

The Bureau of Land Management is due to receive comments regarding an update to its 2012 Western Solar Plan, which guides responsible solar energy development on public lands. The bureau seeks to expand the program, which currently includes six states, to add five new states following its recent announcement to develop a programmatic environmental impact statement for the agency’s utility-scale solar energy planning.

BLM Lava Ridge Wind Energy Project

The Bureau of Land Management will hold a meeting to discuss its draft environmental impact statement for the Lava Ridge project, an up to one-gigawatt commercial-scale wind energy facility to be located in southern Idaho. The wind energy facility is expected to have up to 400 turbines, spanning 84,000 acres of federal, state, and private land, about 25 miles northeast of Twin Falls in south-central Idaho.

NY PSC EV Technical Standards Working Group

The New York Public Service Commission is due to receive comments on a proposal for testing the accuracy of managed charging-enabling technologies. The commission recently convened a meeting of the technical standards working group to discuss the proposal. The working group was announced in 2020 to consider the incorporation of technical standards and best practices into the Make-Ready Program aimed to provide incentives for the installation of light-duty electric vehicle infrastructure. 18-E-0138

NY PSC 340 MW Alle-Catt Wind Energy Project

The New York Public Service Commission will discuss Alle-Catt Wind Energy LLC’s petition to amend its certificate of environmental compatibility to build and operate a 340-megawatt wind energy project in the western part of the state. The New York State Board on Electric Generation Siting and the Environment issued a certificate approving the project in June 2020. Amendments requested by the Invenergy LLC subsidiary include changing the facility layout to reduce the number of wind turbines, shifting the location of seven turbines, and adding a 100-foot microwave tower at the collection substation. 17-F-0282

CA EC Electric Program Investment Plan Workshop

The California Energy Commission will discuss an upcoming proposed solicitation under the Electric Program Investment Charge, or EPIC, 2021-2025 investment plan. Established in 2012, the EPIC program invests in scientific and technological research to advance clean energy solutions. In September 2020, the commission approved the program for an additional 10 years from 2021 through 2030. The workshop will solicit information on the proposed scope, existing technologies, and research needed to develop a direct current nanogrid for heating ventilation and air conditioning, or HVAC, heat pumps. 20-EPIC-01

HI PUC Energy Equity Investigation

The Hawaii Public Utilities Commission will hold a conference regarding the integration of energy equity and justice across its work. The move follows resolutions adopted by the state legislature in 2022, requesting the commission to consider efforts to mitigate high energy burdens for low- and moderate-income customers. Subsequently, the commission opened a proceeding to investigate how to better integrate equity and justice considerations across its proceedings and work more broadly, including regulating the functions of public utilities. In light of Hawaii’s high energy costs and the difficulty faced by lower income households, the legislature requested the commission to examine bill credits, rate discounts and direct payments, expanded availability of utility bill assistance programs, and availability of adequate payment plan arrangements, among others, to assist customers facing economic challenges. 2022-0250

MN PUC Gas Utility Regulatory and Policy Structures

The Minnesota Public Utilities Commission will hold a technical conference to discuss the existing state of gas regulation and issues. The commission launched a proceeding to evaluate changes to natural gas utility regulatory and policy structures needed to meet or exceed the state’s greenhouse gas emissions reduction goals pursuant to the Natural Gas Innovation Act enacted in June 2021. Topics of discussion include infrastructure investments, pipeline and storage construction, and gas affordability programs. CI-21-565
