BLM Oil and Gas Lease Sale

The Bureau of Land Management is due to receive public input on 26 oil and gas parcels totaling about 5,053 acres that may be included in lease sale in Montana and North Dakota. The sale will include updated fiscal provisions authorized by the 2022 Inflation Reduction Act, including a royalty rate of 16.67 percent. The lease sale is expected to be held in July 2024.

EPA Environmental Analysis Technical Guidance

The U.S. Environmental Protection Agency is due to receive comments on a draft revision of its technical guidance for evaluating environmental justice in regulatory analysis. The guidance directs EPA analysts to assess whether environmental justice concerns exist prior to the rulemaking and whether such concerns are likely to be exacerbated or mitigated for each regulatory option under consideration. The technical guidance makes recommendations designed to ensure greater consistency across EPA assessments of environmental justice concerns for regulatory actions.

BLM 400 MW Rough Hat Clark County Solar Project

The Bureau of Land Management will hold an in-person public meeting to discuss a draft resource management plan amendment and draft environmental impact statement for Candela Renewables LLC’s proposal to construct a 400-megawatt solar power and battery storage project in Clark County, Nevada. The proposed Rough Hat Clark Solar Project would be located on about 2,400 acres. A virtual meeting will be held on Feb. 1.

BLM 300 MW Artemesia Solar Project

Longroad Energy Management LLC will host a virtual public meeting to discuss its proposed Artemesia Solar project, a 300-megawatt alternating current solar power and battery storage project in Lyon County, Nevada. Artemesia Solar LLC, a subsidiary of Longroad Energy, has submitted a 30-year right-of-way application to the Bureau of Land Management. The proposed facility would include two solar generating facility areas with a collector line encompassing about 4,368 acres of public lands. Another meeting will be held on Feb. 1.

DOE Advanced Nuclear Reactor Fuel

The U.S. Energy Department is due to receive proposals for deconversion services to help establish a reliable domestic supply of fuels for advanced reactors using high-assay low-enriched uranium, or HALEU, an important material required to develop advanced reactors. Deconversion contracts will last for up to 10 years, and the base awards guarantee a minimum of $2 million to each recipient. Deconversion and storage services must occur in the continental U.S. and ensure compliance with the National Environmental Policy Act. The department projects that more than 40 metric tons of HALEU would be needed by the end of the decade, with additional amounts required each year, to deploy a new fleet of advanced reactors in time to progress towards the Biden administration goal of 100 percent clean electricity by 2035.

BOEM New York Bight Wind Area Review

The Bureau of Ocean Energy Management will hold a meeting to discuss a draft environmental review of six wind lease areas offshore New York and New Jersey, in the area called New York Bight. The agency estimates that full development of leases in this area, totaling more than 488,000 acres, has the potential to produce 5.6 to 7 gigawatts of offshore wind energy. This marks the first regional analysis of offshore renewable energy development and operations over multiple lease areas. Further environmental analyses specific to each proposed project will build off this programmatic review after the agency receives individual project plans. An auction held in 2022 for rights to the six areas resulted in over $4.3 billion in lease sale revenue. Additional meetings will be held on Feb. 5, 7, 8, and 13. Comments are due by Feb. 26.

DOE National Interest Electric Transmission Corridors

The U.S. Energy Department seeks information and recommendations on the first phase of its guidance to designate National Interest Electric Transmission Corridors, or NIETCs. The four-phase process begins with the evaluation of the results of the most recent study identifying potential geographic areas for designation. A preliminary list of potential designations will be issued in the next phase. During the third phase, the department will continue to assess the basis for designation, initiate any needed environmental reviews, and conduct public engagement, culminating in the release of one or more draft designation reports and environmental documents. The fourth phase concludes the process with the release of final reports and documents. The Federal Power Act requires the department to issue a report once every three years to designate as a NIETC any area experiencing, or expected to experience, transmission capacity constraints or congestion that affects consumers.

CT DEEP Clean Energy Solicitations

The Connecticut Department of Energy and Environmental Protection is due to receive bids on two competitive requests for proposals to procure new large-scale zero carbon electricity resources. The RFPs are for new offshore wind and other zero carbon generating resources. The purpose of the solicitations is to secure cost-effective zero carbon resources that can improve the electric grid’s reliability while also improving energy affordability and reducing dependence on fossil fuel resources. The solicitations will contribute to Connecticut’s goal of decarbonizing the grid by 2040 and achieve economy-wide greenhouse gas emissions reduction goals, which includes an interim target of reducing emissions by 45 percent below 2001 levels by 2030.

NYSERDA Land-Based Renewables Solicitation

The New York State Energy Research and Development Authority is due to receive final proposals for land-based renewable energy solicitation launched in November. The solicitation is part of a 10-point action plan to support the growing large-scale renewable industry. The action plan outlines a comprehensive set of actions being taken to lay the foundation for a sustainable future. In October, New York announced the completion of a major action listed in the plan with the procurement of three new offshore wind projects totaling over 4 gigawatts and 23 land-based large scale renewable energy projects totaling 2.4 gigawatts. The solicitations contribute to the goals of sourcing 70 percent of New York’s electricity from renewable sources by 2030 and nine gigawatts of offshore wind by 2035 as required by the 2019 Climate Leadership and Community Protection Act. PR EB LUMA’s Electric Vehicle Adoption Plan

The Puerto Rico Energy Bureau will hold a technical conference to discuss LUMA’s customer outreach memorandum as part of the company’s Puerto Rico Electric Vehicle Adoption Plan to collect information from low-income customers related to electric transportation, and the steps LUMA will take to address barriers to low-income EV adoption. The memorandum includes LUMA’s collaboration with low-income community leaders, a public transportation company, and its attendance at community meetings and industry events as part of its efforts to support electric vehicle adoption. Last August, the bureau issued an order directing LUMA to implement its plan, begin customer outreach implementation by the end of September 2023 and submit a memorandum by the end of 2023. CA EC Demand Side Grid Support Program

The California Energy Commission is due to receive comments on guidelines for its Demand Side Grid Support, or DSGS, program. The initiative, established by 2022 legislation, compensates eligible and enrolled participants for upfront capacity commitments and per-unit reduction in net energy load during extreme events achieved through reduced usage, use of backup generation, or both. The commission recently held a workshop where staff presented a summary of lessons learned from the implementation of the DSGS program last summer, in order to receive input on potential modifications to the program guidelines.

MN PUC Long Duration Energy Storage Project

The Minnesota Public Utilities Commission is due to receive comments on an environmental assessment for Xcel Energy’s proposal to construct a long duration energy storage project in Becker, Minnesota. The company is proposing to construct a 10-megawatt/1,000 megawatts-hour multi-day iron-air battery energy storage system on approximately 10 acres of undeveloped fields that will supplement power distribution to the grid from the future Sherco Solar project. Sherco is an up to 250-megawatt solar project in Sherburne County, which partially replaces the energy production of the coal-powered Sherco Generating Plant Unit 2, which ceased operations at the end of 2023.

CO PUC Transmission Planning Rules

The Colorado Public Utilities Commission is due to receive reply comments from stakeholders and other interested participants on potential changes to electric utility rules related to the development, construction, and cost recovery of transmission infrastructure. The commission initiated a proceeding last September to review the provisions addressing transmission certificates and planning in the rules regulating electric utilities, and directed its staff to elicit and compile rule changes proposed by interested participants for the development of a future proposed rulemaking. The proceeding will serve as a repository for reports, decisions of other state public utilities commissions, or draft rule language useful to the commission in developing changes to the aforementioned electric rules.
