BLM 400 MW Pantheon Solar Project

The Bureau of Land Management will host a public information forum to discuss Pantheon Solar LLC’s proposal to construct and operate a 400-megawatt alternating current solar power and battery storage project in White Pine County, Nevada. The proposed project, which includes solar panels, battery energy storage, and associated infrastructure, would be built in a solar variance area on about 2,682 acres. The public input period will conclude on Feb. 22.

EPA Offshore Wind Projects Air Permits

The U.S. Environmental Protection Agency is due to receive comments on draft air quality permits for the construction of three offshore wind energy projects in federal waters. The permits regulate pollutants during the construction phase as well as emissions associated with air-emitting devices used during the operation of the wind farm. The projects are Sunrise Wind LLC’s 924-megawatt facility and Park City Wind LLC’s two-phase initiative, the first phase delivering up to 804 megawatts and the second about 1200 megawatts.

PA PUC EV Charging Rate Design

The Pennsylvania Public Utilities Commission is due to receive written comments on its proposed policy statement regarding electric utility rate design for EV charging. The commission developed the policy statement with input from electric distribution companies and other interested parties on factors to be considered including issues related to EV-charging rate tariffs, rate design, and rate equity for distribution services and default service generation. The commission initiated a proceeding last May to craft the policy statement based on a review of public and stakeholder comments and recommendations of a working group that was convened in response to a petition filed in 2022 by a coalition focused on EV adoption and development in Pennsylvania.

WV PSC Potomac Edison Rate Case

The West Virginia Public Service Commission will hold a hearing to discuss a proposal by Monongahela Power Co. and Potomac Edison Co. to increase electric delivery revenues. The companies seek an increase of $207.4 million, a 15 percent hike in base rate revenues. The request would result in a total monthly bill increase of approximately $18.07, or 13 percent, for the average residential customer.

NY PSC National Fuel Rate Case

The New York Public Service Commission will hold a hearing to discuss National Fuel Gas Distribution Corporation’s proposal to increase its gas delivery revenues effective Oct. 1, 2024. The company seeks an increase in natural gas delivery revenues of $88.8 million, a 30.8 percent increase in base delivery revenues or a 11.1 percent increase in total revenues. The request would result in a total monthly bill increase of approximately $11.31, or 13,7 percent, for the average residential customer. Comments are due by Feb. 16. 23-G-0627

VA SCC Dominion Energy’s Battery Pilot Program

The Virginia State Corporation Commission will conduct a hearing on Dominion Energy Inc.’s application to participate in a battery storage pilot program. The company presents three systems: two co-located non-lithium-ion technologies, a microgrid-capable system for outage mitigation, and a long-duration behind-the-meter application. The 2018 Grid Transformation and Security Act directed the commission to create a battery storage pilot and established a five-year duration for the program. The act also provided for the recovery of costs incurred for the program through base rates. READ MORE

NYSERDA Offshore Wind Solicitation

The New York State Energy Research and Development Authority is due to receive final proposals for the state’s fourth offshore wind solicitation launched in November. The solicitation is part of a 10-point action plan to support the growing large-scale renewable industry. The action plan outlines a comprehensive set of actions being taken to lay the foundation for a sustainable future. In October, New York announced the completion of a major action listed in the plan with the procurement of three new offshore wind projects totaling over 4 gigawatts and 23 land-based large scale renewable energy projects totaling 2.4 gigawatts. The solicitations contribute to the goals of sourcing 70 percent of New York’s electricity from renewable sources by 2030 and nine gigawatts of offshore wind by 2035 as required by the 2019 Climate Leadership and Community Protection Act. CA EC Demand Side Grid Support Program

The California Energy Commission will hold a workshop to discuss guidelines for its Demand Side Grid Support, or DSGS, program. The initiative, established by 2022 legislation, compensates eligible and enrolled participants for upfront capacity commitments and per-unit reduction in net energy load during extreme events achieved through reduced usage, use of backup generation, or both. Commission staff will present a summary of lessons learned from the implementation of the DSGS program last summer in order to receive input on potential modifications to the program guidelines. 22-RENEW-01

The Iowa Utilities Board will hold a hearing to discuss MidAmerican Energy’s proposal to increase its gas delivery revenues.
