EIA Monthly Energy Review

The U.S. Energy Information Administration will issue its Monthly Energy Review, providing data on energy production, consumption, prices, and trade. The U.S. generated 5 percent more electricity during the first half of 2024 compared to the same period of 2023 mainly due to a hotter summer and increasing power demand from the commercial sector, according to the agency’s latest short-term outlook. The agency expects an increase of 36 billion kilowatt-hours, or 42 percent, in solar power generation during the second half of 2024, compared to the same period last year.

DOE Equitable Solar Development

The U.S. Energy Department’s Office of Indian Energy Policy and Programs will hold a series of community convenings aimed at gathering industry experts, community members, and stakeholders to discuss challenges and opportunities in scaling equitable solar across the U.S. This convening will focus on landscape analysis and recommendations on how distributed solar energy can achieve community-led economic growth, and also include a deep dive discussion on barriers and solutions.

DOE Environmental Justice Strategic Plan

The U.S. Energy Department seeks comments to establish goals for its draft environmental justice strategic plan. Through the plan, the department aims to conceptualize the unique way in which equity intersects with the energy system and to develop the concept of energy justice. The department seeks to establish new goals and objectives to support resilient communities and provide meaningful public participation in decision-making processes that may affect human health or the environment. The department underscored the need to update its program to keep pace with the evolving environmental justice landscape due to climate change, new scientific developments, and an increased policy focus on environmental justice and equity in the federal government. The department seeks input on a number of topics including performance measures or metrics to monitor progress towards advancing environmental justice.

DOE $5B Clean School Bus Program

The U.S. Energy Department’s Office of Indian Energy Policy and Programs will hold a webinar to discuss the U.S. Environmental Protection Agency’s Clean School Bus Program which provides $5 billion over five years to replace school buses with low- and zero-emission alternatives. The program aims to reduce barriers to zero-emission bus deployment by providing school and transit bus fleets with technical assistance in order to develop comprehensive and customized fleet electrification transition plans. The office has announced a series of webinars that will cover technical assistance topics related to clean school buses. This webinar will hold discussions on battery overview, recycling and end-of-life options, and warranties. Additional webinars will be held on Aug. 28 and Sept. 25.

NY PSC Climate Resilience Plans

The New York Public Service Commission will hold public statement hearings on climate change resilience plans submitted by Orange and Rockland Utilities Inc. and Central Hudson Gas and Electric Corporation. Orange and Rockland plans to spend approximately $411 million from 2025-2029 and continue to study the impacts of climate change and implement resilience programs for the 2030-2044 period at an estimated order of magnitude cost of $1.1 billion. Central Hudson’s investment plan outlines measures to protect the electric system against the identified risks of climate change over the next five, ten, and twenty years, with approximate project/program costs for the twenty-year timeline, which refers to in-service dates of 2035–2044, estimated at over $90 million.

NY DEC Green Building Project Funding Guidelines

The New York Department of Environmental Conservation seeks comments on draft guidelines to implement funding for green building projects at state facilities under the Clean Water, Clean Air and Green Jobs Environmental Bond Act. The guidelines allocate funding for costs associated with green building projects that increase energy efficiency or the use or siting of renewable energy on state-owned buildings. The department aims to prioritize 40 percent of the grant’s awards to benefit disadvantaged communities consistent with the act’s requirement that these communities receive at least 35 percent, with the goal of 40 percent, of the benefits of the total $4.2 billion funding from the act. Projects eligible to receive funding include installation of green roofs, greenhouse gas emissions reduction and air quality improvement, and building electrification.

The Maryland Public Service Commission is due to receive comments on Southern Maryland Electric Cooperative’s application for adjustments of retail rates and charges applicable to electric services. ND PSC Xcel Energy Rate Case

The North Dakota Public Service Commission will conduct two public input sessions regarding Xcel Energy Inc.’s proposed adjustments to retail rates and charges applicable to natural gas service. The proposal would result in an annual increase in Xcel’s North Dakota natural gas service revenue of approximately $8.5 million, or 9.4 percent, with a return on equity of 10.2 percent. PU-23-367

CA EC ZEV Infrastructure Solicitation

The California Energy Commission is due to receive comments on proposed solicitation concepts for projects to increase fueling infrastructure to support the deployment of zero-emission medium- and heavy-duty vehicles within the freight and port systems, and other emerging opportunity sectors, including agriculture and construction. A recent workshop included discussions on the concepts, background information on the Clean Transportation Program, and Greenhouse Gas Reduction Fund. A 2007 law established the program and authorized the commission to develop and deploy zero-emission and other advanced fuels and transportation technologies to help attain the state’s climate policies. Legislation enacted last year reauthorized the program until July 1, 2035 with some additions and revisions. The program has a base annual budget of about $100 million to support projects including electric vehicle charging and hydrogen refueling infrastructure and workforce training programs. In recent years, the commission has also received state General Funds and Greenhouse Gas Reduction Funds. 19-TRAN-02
