EIA U.S. Energy Outlook

The U.S. Energy Information Administration will release its Short-Term Energy Outlook, which provides forecasts for energy supply, demand, and prices. U.S. electricity demand is expected to increase by 1.2 percent in 2026 and 3.3 percent in 2027, according to the agency’s latest short-term outlook. Power demand peaks during the summer months due to increased cooling needs. The residential sector is expected to account for the largest share of consumption in both 2026 and 2027. Residential demand is expected to grow by 2.9 percent in summer 2026 and 1 percent in 2027. Summer power demand from the commercial is projected to grow by 2.6 percent in 2026 and 5.8 percent in 2027.

NRC Maritime Nuclear Power

The Nuclear Regulatory Commission will hold a public meeting to discuss the development of a white paper on how existing licensing frameworks could be applied to maritime applications of nuclear power. The white paper is intended to provide prospective applicants with an overview of unique regulatory considerations for maritime nuclear deployments and present current perspectives on flexible, performance-based regulatory approaches. Maritime applications include floating nuclear power plants and nuclear propulsion systems.

BLM Oil and Gas Lease Sale

The Bureau of Land Management seeks public input on plans to include 32 oil and gas parcels totaling 21,181 acres that may be included in an August 2026 lease sale in New Mexico, Oklahoma, and Texas. The bureau completed scoping on these parcels in March and is seeking public comment on the parcels and related environmental analysis. The input will help complete the review of each parcel.

PR EB LUMA’s Energy Efficiency and Demand Response Plan

The Puerto Rico Energy Bureau seeks reply comments on LUMA’s proposed three-year plan for energy efficiency and demand response programs, covering the period from July 1, 2026 through June 30, 2028. The plan’s energy efficiency portfolio places emphasis on programs for low-income customers, offering tailored incentive programs and market activation strategies to ensure sustained education, outreach, engagement, and measurable impact. The company expects its demand response portfolio to focus exclusively on emergency demand response to address persistent resource adequacy challenges. The plan contributes towards LUMA achieving the state’s goal of reaching 30 percent energy savings by 2040. NEPR-MI-2026-0002

DC PSC Potomac Electric Rate Case

The District of Columbia Public Service Commission will hold an evidentiary hearing on Potomac Electric Power Company’s multiyear rate case. The company initially filed its rate plan in April 2023, covering the years 2024 through 2026. The commission approved a modified version in November 2024, reducing the proposed increase by about 35 percent and authorizing a $123.4 million increase over 2025 and 2026. The hearing follows a March 2026 decision by the D.C. Court of Appeals, which vacated the commission’s prior approval of the plan finding that a formal evidentiary hearing is required to resolve disputed issues of fact. The commission will also establish interim rates, which will remain in effect until the remand proceeding concludes. FC1176

CT DEEP New Nuclear Energy Development

The Connecticut Department of Energy and Environmental Protection will hold the third in a series of public informational workshops to increase awareness and understanding of the current issues and opportunities for new nuclear development in the state. The meeting will focus on fusion energy, which has garnered interest due to its potential to provide safe, firm, carbon-free electricity. The stakeholder process follows a proceeding launched in October to explore the potential for new nuclear capacity. The process is intended to build on the information and dialogue fostered in the workshops to develop and implement a competitive advanced nuclear reactor site readiness funding program.

CO PUC Inclusive Community Solar Program

The Colorado Public Utilities Commission will hold a learning session on directing community solar benefits to disproportionately impacted community organizations and members. The session will kick off a series of pre-rulemaking engagement opportunities as the commission prepares to implement the new Inclusive Community Solar program, established under Senate Bill 24-207 in 2024, replacing the existing program. The law requires investor-owned utilities with more than 500,000 customers to provide at least 50 megawatts of capacity, while smaller utilities must provide at least 3.5 megawatts.

MN PUC Xcel Energy 1,269 MW Wind Projects

The Minnesota Public Utilities Commission seeks reply comments on Xcel Energy’s petition for approval of two new wind energy projects totaling 1,269 megawatts of generation capacity. The proposal stems from a development transfer resource acquisition process that the commission approved in 2023, allowing the company to assume ownership of the sites after key development milestones are met but before construction begins. A key objective of the portfolio is to repurpose existing transmission interconnection rights following the retirement of the Sherco coal units. Supplemental comments are due by May 21. M-23-342

CA EC Renewable and Firm Zero-Carbon Resources Report

The California Energy Commission seeks written comments on its draft Renewable and Firm Zero-Carbon Resources report, which provides a qualitative assessment of various zero-carbon resources. The report is in response to Senate Bill 423, enacted in 2021, directing the commission, in consultation with other state agencies, to submit an assessment of emerging firm zero-carbon resources that can support a clean, reliable, and resilient electric grid. The resources reviewed in the report include long-duration energy storage, hydropower, geothermal, bioenergy, hydrogen, small modular reactors, fusion, and carbon capture. The report provides an interim qualitative market update, summarizes key barriers, and offers recommendations to address challenges in adoption and implementation. 21-ESR-01
