FERC CP2 LNG Expansion Project

The Federal Energy Regulatory Commission will hold public scoping sessions to discuss issues and concerns to be considered in its environmental review of the CP2 LNG Expansion Project proposed by Venture Global CP2 LNG LLC and Venture Global CP Express LLC in Cameron Parish, Louisiana, and Jasper County, Texas. The project would increase the CP Express Pipeline System’s transportation capacity by approximately 1.9 million dekatherms per day and raise the maximum peak liquefaction capacity by 11.7 million metric tonnes per annum. DOE Maritime Nuclear Initiative Launch

The U.S. Energy Department will host the ministerial launch of the International Atomic Energy Agency’s Atomic Technologies Licensed for Applications at Sea, or ATLAS, initiative. The initiative aims to establish an international framework to address legal and regulatory complexities to facilitate the deployment of nuclear applications at sea, including floating nuclear power plants and civil nuclear-powered vessels, while maintaining the highest standards for safety, security, and nonproliferation. The event will convene ministers, policymakers, and industry leaders following an Industry Day on Aug. 25, where U.S. nuclear and maritime companies will showcase advanced technologies.

The Nuclear Regulatory Commission seeks written comments on Tennessee Valley Authority’s application for a construction permit for Clinch River Nuclear Unit 1 at the Clinch River Nuclear Site in Roane County, Tennessee. The application is for a single-unit BWRX-300 small modular boiling water reactor, with a nominal electrical output of 300 megawatts electric (MWe) and a thermal power rating of 870 megawatts thermal (MWt). NY PSC Buffalo Thermal Energy Network Pilot

The New York Public Service Commission seeks comments on National Fuel Gas Distribution Corporation’s Stage 2 filing and supplemental filing for the Buffalo Project, a pilot project proposed in response to the 2022 Utility Thermal Energy Network and Jobs Act. The project is one of several utility thermal energy network pilots advancing through the commission’s multi-stage review process. The commission requires Stage 2 filings to include decision-quality information to assess the merits of the pilot project. Comments will inform the commission’s determination on whether the project should advance to Stage 3, which involves customer enrollment and project construction. 22-M-0429

PR EB Puerto Rico Interconnection Regulation

The Puerto Rico Energy Bureau will hold a stakeholder workshop to evaluate comments on its revised preliminary draft interconnection regulation for distributed generation, community solar, and microgrids. The workshop will focus on topics requiring further discussion before inclusion in the regulation or its related technical interconnection requirements document, including meter socket adapters, daytime minimum load, and fees. The commission issued the revised version following a review of stakeholder input from LUMA, the Independent Consumer Protection Office, and the Solar and Energy Storage Association of Puerto Rico on the preliminary draft, as well as feedback and presentations during a virtual stakeholder workshop held in May. FL PSC Duke Energy Florida Large Load Tariff

The Florida Public Service Commission will hold a hearing on Duke Energy Florida LLC’s petition for approval of a large load tariff, which would help prevent energy-intensive facilities such as data centers from shifting costs to other ratepayers. The proposal would apply to customers with a monthly maximum demand of 50 megawatts (MW) or greater and require a 20-year contract term, minimum “take-or-pay” provisions based on 75 to 85 percent of contracted capacity, and upfront payment of construction costs. ME PUC Energy Storage Procurement

The Maine Public Utilities Commission will hold a technical conference regarding the Department of Energy Resources’ proposed energy storage solicitation. This marks the first competitive energy storage solicitation for the state and is designed to procure up to 360 MW of energy storage capacity, more than doubling Maine’s current installed storage capacity. Under state law, the commission must review and approve the proposed request for proposals before project proposals can be submitted. The procurement advances Maine’s statutory target of deploying 400 MW of energy storage by 2030. To date, the state has added more than 250 MW of grid-connected energy storage, and the 2025 Maine Energy Plan identifies continued expansion as a key priority to improve affordability, reliability, and resilience. PA PUC Consumer Protection Rulemaking

The Pennsylvania Public Utility Commission seeks comments on its proposed rulemaking to incorporate key consumer protection provisions into regulations governing residential utility service. The proposal would amend existing regulations, providing a clear and consistent regulatory framework for consumers and utilities. The commission proposes creating a new regulation addressing payment arrangement procedures, including the general rule, length of payment arrangements, customer assistance program referrals, number of payment arrangements, and extensions of such arrangements. WY PSC PacifiCorp’s Long-Term Resource Plan

The Wyoming Public Service Commission will hold a public hearing on PacifiCorp’s 2025 Integrated Resource Plan, which covers a 21-year planning period. The company’s preferred portfolio includes the addition of 3,782 MW of wind, 5,912 MW of solar, 7,524 MW of energy storage, and 500 MW of advanced nuclear. The plan also includes the conversion of four coal units to natural gas peaking units, expanded demand response and energy efficiency programs, and the addition of carbon capture technology to identified coal resources. 17741

CARB Quarterly Carbon Auction

The California Air Resources Board and Quebec’s Ministry of the Environment and the Fight against Climate Change will release the results of their 48th joint quarterly carbon auction, which offered allowances for current and future years. The current auction offered 2017, 2024, and 2026 vintage allowances totaling about 49 million, and the advance auction offered 2029 future allowances totaling about 6.5 million. The May auction sold all of the nearly 49.6 million allowances offered in the current auction at $28.81 per allowance. California’s cap-and-invest program places an economy-wide cap on major emitting sources.
