BLM Utah Oil and Gas Lease Sale

The Bureau of Land Management seeks initial public input on 54 oil and gas parcels totaling approximately 58,601 acres that may be included in a March 2027 lease sale in Utah. The bureau reviews drilling permit applications, conducts environmental analyses, and coordinates with state partners and other stakeholders before issuing permits. Parcels offered in a federal oil and gas lease sale include stipulations to protect natural resources.

FERC Annual Reliability Technical Conference

The Federal Energy Regulatory Commission will examine key policy issues related to the reliability and security of the bulk power system. The conference will include a panel discussion on the operational challenges arising from unprecedented load growth, the emergence of large computational loads, and the accelerating deployment of inverter-based resources. Another panel will explore the long-term reliability challenges in the West associated with prolonged drought, declining snowpack, and changing hydrological conditions, including how planners and operators identify and manage risks to minimize reliability concerns.

FERC Yuma Pipeline Project

The Federal Energy Regulatory Commission seeks comment on the scope of issues to address in its environmental review of LED Enterprises’ proposed Yuma Pipeline Project, a 138-mile natural gas pipeline in Maricopa and Yuma counties, Arizona. The project would deliver approximately 800 million cubic feet of natural gas per day to meet growing demand for power generation, industrial use, residential consumption, and other needs in northwestern Mexico, as well as electricity generation requirements in the Yuma area and across Arizona. The commission will use the environmental document in its decision-making process to determine whether the project is in the public convenience and necessity. PF25-8-000

FERC Smith Cavern Expansion Project

The Federal Energy Regulatory Commission seeks comment on the scope of issues to address in its environmental review of Tres Palacios Gas Storage’s proposed Tres Palacios Smith Cavern Expansion Project, which would expand the company’s natural gas storage facility in Matagorda and Wharton counties, Texas. The project includes the conversion of three existing brine caverns into natural gas storage caverns, which would add about 24.8 billion cubic feet of working gas capacity, and the construction of a new pipeline loop, cavern laterals, and a compressor station. The commission will use the environmental document in its decision-making process to determine whether the project is in the public convenience and necessity. CP26-556-000

DE PSC Delmarva Power Rate Case

The Delaware Public Service Commission will hold public comment sessions to discuss Delmarva Power & Light Company’s proposed increase in annual electric distribution revenues. The company is requesting a $75.8 million increase in annual distribution revenues, a 24.25 percent increase over existing base rates, which would lead to a monthly increase of nearly $11.63 for the average residential customer. The proposal includes new riders related to bad debt recovery, low-income customer rate discounts, and revenue decoupling. The commission has allowed Delmarva to place half of the increase into effect on an interim basis, subject to refund with interest. 25-1555

NYSERDA Charge Ready NY Program

The New York State Energy Research and Development Authority seeks proposals for a $35 million funding opportunity under the Charge Ready NY program for public sector EV charging projects. Public sector entities, including state agencies, local governments, and public university systems, can apply for grants funded through the state’s $2 billion Sustainable Future Program to install Level 2 chargers on publicly owned property. Selected projects will receive awards ranging from $1 million to $15 million to install chargers at one or more sites. Proposers may request up to 80 percent of eligible purchase and installation costs of EV supply equipment. READ MORE

NY PSC Data Center Environmental Impacts

The New York Public Service Commission seeks comment on a draft scope for a statewide environmental review that could reshape how data centers and other large electricity users connect to the electric grid. The review will evaluate the potential impacts of data center construction and operation and implementation of proposed reforms to large load interconnection rules and cost allocation standards. The final scope, to be adopted after the comment period, will determine the issues to be analyzed in the broader environmental review before state agencies move forward with the next stage of the process. The draft scope identifies the potential impacts to be assessed, including impacts on air quality, water resources, human health, disadvantaged communities, agricultural land, wildlife, noise, light, and visual resources. PR EB Interconnection Regulation

The Puerto Rico Energy Bureau will hold a hybrid stakeholder workshop to discuss revisions to interconnection regulations applicable to distributed generation, community solar, and microgrids. The workshop will feature presentations and discussions on minimum system load and proactive hosting capacity, as well as a review of the second draft of the regulations. A workshop held in September reviewed updated language addressing interconnection requirements for systems smaller than 25 kW, cost allocation for upgrades associated with electric systems smaller than 25 kW, and meter socket adapters. CA PUC EPIC 5 Investment Plans

The California Public Utilities Commission will host a three-day hybrid workshop for Electric Program Investment Charge, or EPIC, program administrators to present their EPIC 5 Investment Plans. The plans, filed by the California Energy Commission, Pacific Gas and Electric Company, Southern California Edison, and San Diego Gas & Electric, total nearly $1 billion for the 2026-2030 investment period. The workshop will examine how the administrators’ proposed strategic initiatives, research areas, and budgets address barriers to achieving the program’s objectives related to transportation electrification and reaching net zero with the coordinated role of natural gas. The EPIC program, funded by the state’s utility customers, supports the development of new, emerging, and pre-commercial clean energy innovations. EPIC portfolios must demonstrate ratepayer benefits.

AZ CC Artificial Intelligence in Utility Operations

The Arizona Corporation Commission will host a workshop to educate stakeholders and the public on emerging artificial intelligence applications, best practices, and guardrails for AI use in regulated utility operations. The agenda includes an overview of the current AI environment presented by the Electric Power Research Institute, as well as perspectives from electric and water utilities on best practices. The workshop is part of a docket initiated to gather information on how the state’s regulated electric, gas, and water utilities are using AI to deliver energy and water to customers more efficiently and reliably.
