BOEM New England Wind Project Review

The Bureau of Ocean Energy Management is due to receive comments on updated project information as part of its environmental review process for the Vineyard Wind South project, which has been renamed as New England Wind. The name change follows the restructuring of the project’s parent companies Avangrid Renewables, a subsidiary of AVANGRID Inc., and Copenhagen Infrastructure Partners. Avangrid Renewables will take full ownership of lease area OCS-A 0534, which includes the two-phase project. The first phase, the 804-megawatt Park City Wind, will deliver clean energy to Connecticut. The second phase, renamed as Commonwealth Wind, recently submitted a bid for up to 1,200 megawatts to Massachusetts’ third offshore wind solicitation. BOEM_FRDOC_0001

BLM 400 MW Nevada Solar Project Information Forum

The Bureau of Land Management is due to receive comments on Candela Renewables LLC’s proposal to construct and operate a 400-megawatt photovoltaic solar power project including a battery storage facility in Clark County, Nevada. The company has applied for a right-of-way grant to provide land and access for the project, proposed to occupy about 2,400 acres, as well as interconnection to the regional transmission system on public land designated as a solar variance area. The input will inform the agency’s determination on whether to continue the application process or deny the request.

LA PSC Entergy 2021 Solar Portfolio Conference

The Louisiana Public Service Commission will discuss Entergy Louisiana LLC’s application for approval of its 2021 solar portfolio, seeking to add four new photovoltaic projects with a total capacity of up to 475 megawatts. The company also requested approval to implement a new green tariff which allows eligible customers to meet a portion or all of their electricity needs from renewable resources. Entergy has a goal of cutting emissions in half by 2030, relative to 2000 levels, and achieving net-zero by 2050. U-36190

MA DPU Gas System Enhancement Plan

The Massachusetts Department of Public Utilities is due to receive comments on Eversource Energy’s Gas System Enhancement Plan for 2022 to replace the aging natural gas pipeline infrastructure. The plan proposes to collect about $44.6 million to replace eligible leak-prone infrastructure through the end of 2022. This would result in a monthly bill increase of $5.24, or 2.3 percent, for the average residential customer using 126 therms per month during winter, and $1.09, or 2.4 percent, for the average customer using 26 therms per month during summer. 21-GSEP-06

CT PURA Utility Storm Response Standards

The Connecticut Public Utilities Regulatory Authority will hold a technical meeting to review emergency response plans from electric distribution companies. The regulator opened an investigation last June to examine the companies’ resilience and reliability standards and programs as part of their distribution system planning. Pursuant to an order issued in April, the companies made changes to their response plans based on lessons learned in the wake of Tropical Storm Isaias and other input. The meeting will examine currently active plans focusing on areas that have been revised since August 2020. Further, the agency will discuss interrogatory responses related to minimum staffing and utility reports filed in January. The measure is part of a series of reopener proceedings following the agency’s approval of a framework for an “equitable modern grid,” designed to foster innovative solutions to address the key challenges and opportunities facing the state’s electric sector. 17-12-03RE08

NH PUC Liberty Utilities Service Solicitation

The New Hampshire Public Utilities Commission will hold a hearing on Liberty Utilities Corporation’s proposed schedule for its default energy service solicitation for service beginning on Feb. 1, 2022. The solicitation follows a 2017 order requiring the company to issue separate requests for proposals for energy service supply for its large and small customer groups twice a year. The solicitations address 100 percent of power supply requirements for a six-month period beginning February and August each year for both customer groups. DE 21-087

ID PUC PacifiCorp's Avoided Cost Update

The Idaho Public Utilities Commission is due to receive reply comments regarding Rocky Mountain Power’s load forecast, natural gas forecast, and long-term contract components of its integrated resource plan’s avoided cost calculations. Utilities are required to update these forecasts annually and if approved, they are incorporated into their integrated resource plan avoided cost model. The PacifiCorp subsidiary has signed 26 long-term contracts for a capacity of 460.2 megawatts since October 2020. These include 21 contracts with qualifying facilities under the Public Utility Regulatory Policies Act of 1978, or PURPA. Fourteen contracts expired or were terminated for a total of 706.9 megawatts. Under PURPA, independent generators that meet certain criteria based on size and technology or efficiency are entitled to sell their output to regulated utilities at the avoided cost, or the cost the utility would spend to generate the electricity or purchase from another source. MN PUC Utility Performance Incentives for Energy Conservation

The Minnesota Public Utilities Commission will consider a proposal by the Minnesota Department of Commerce to extend the implementation of a low-income shared-savings mechanism until 2023 for electric and gas utilities’ 2024-2026 triennial Conservation Improvement Program, or CIP. The recommendation follows a law signed in May which made changes to the CIP framework including raising the energy savings goals and doubling the low-income spending requirements for the state’s electric investor-owned utilities. The state’s utilities are required to implement a CIP biannually or triannually in which the Department of Commerce sets the energy-savings goals and the commission determines how utilities may recover the related costs.
