DOE Infrastructure Law Implementation

The U.S. Energy Department is due to receive comments from federally recognized Indian tribes and Alaska Native Corporations on the implementation of the 2021 Infrastructure Investment and Jobs Act. The agency offered a virtual consultation session on March 29 to help guide the development of over 60 new programs and implementation of $62.5 billion in funding from the law to ensure the greatest possible positive impact for Tribal communities.

FERC Alliance Natural Gas Project

The Federal Energy Regulatory Commission is due to receive comments on the scope of issues to address in its environmental impact assessment of a natural gas pipeline project proposed by Alliance Pipeline LP, a joint venture of Enbridge and Pembina Pipeline Corporation. The proposed Three Rivers Interconnection Project, consisting of a 2.8-mile pipeline and associated facilities, would connect Alliance’s existing interstate natural gas transmission system with Competitive Power Ventures’ planned Three Rivers Energy Center in Grundy County, Illinois. The project is designed to deliver about 210 million standard cubic feet per day of natural gas. The environmental review will be used to determine whether the project is in the public convenience and necessity. CP21-113-000

NY PSC 280 MW Excelsior Energy Solar Project

The New York Public Service Commission will conduct a hearing regarding Excelsior Energy Center LLC’s proposal to construct a 280-megawatt solar project and a 20-megawatt/4-hour duration energy storage system in Genesee County. The project spans a total of 3,443 acres with a total area of the limit of disturbance of 1,712 acres. The NextEra Energy Resources LLC subsidiary signed a long-term agreement in 2018 with the New York State Energy Research and Development Authority for the sale of the renewable energy credits generated by the project. 19-F-0299, 19-01029

MD PSC 92 MW Waypost Solar Project

The Maryland Public Service Commission will hold a conference regarding Waypost Solar Project LLC’s application for a certificate of public convenience and necessity to build an approximately 92-megawatt solar project and an 80-megawatt hour battery storage system in Caroline County. The project, covering a total area of about 1,323 acres, would contribute to the state’s goals of sourcing 50 percent of its energy from renewable sources by 2030. 9675

NY PSC Consolidated Edison Rate Case

The New York Public Service Commission is due to receive comments on Consolidated Edison Company of New York Inc.’s proposal to increase its annual electric and gas delivery revenues effective Jan. 1, 2023. The company seeks an increase in electric delivery revenues of $1.2 billion, a 11.2 percent hike in total revenues. For natural gas, the company proposes an increase of $500 million, or 18.2 percent. The request is based on a return on equity of 10 percent. 22-G-0065

MT DEQ EV Infrastructure Deployment Plan

The Montana Department of Environmental Quality will hold a virtual information session to discuss the development of an Electric Vehicle Infrastructure Deployment Plan to avail funding under the National Electric Vehicle Infrastructure, or NEVI, Formula Program. The 2021 Infrastructure Investment and Jobs Act provides $7.5 billion in funding for EV infrastructure across the U.S. including $5 billion for the formula program and $2.5 billion for a discretionary grant program. The measure provides for the build out of the first national network of EV charging stations to progress towards the goal of deploying 500,000 chargers by 2030. Each state must submit a deployment plan to the new Joint Office of Energy and Transportation before availing the funds, describing how it plans to use the program funds, and ensuring it is in line with the Federal Highway Administration guidance.

CA EC Building Decarbonization Goals Workshop

The California Energy Commission will discuss its next building decarbonization goals with heat pump manufacturers, distributors, program implementers, and stakeholders. The workshop will include a staff presentation summarizing a building decarbonization assessment and the state’s heat pump and decarbonization goals. The session will include a panel discussion on supply chain challenges and possible changes needed to meet the state’s goals. A panel of heat pump and decarbonization program implementers will discuss program design, lessons learned, and best practices from current and past programs. The state has a goal of achieving economywide carbon neutrality by 2045. 22-DECARB-01

CA EC Long-Duration Energy Storage Workshop

The California Energy Commission will discuss opportunities to advance non-lithium-ion long-duration energy storage technologies under its Electric Program Investment Charge, or EPIC, program. The commission seeks input to guide the scope of future research efforts under the EPIC program, implementation of proposed new funding in the 2022/2023 fiscal year for long-duration energy storage technologies, and the use of these funding resources to attract additional federal funding under the Infrastructure Investment and Jobs Act of 2021. A 2018 state law requires all retail electricity to be supplied by zero-carbon resources by 2045. 19-ERDD-01

CA EC Wind Development Off California

The California Energy Commission will discuss the Bureau of Ocean Energy Management’s consistency determination regarding leasing activities associated with future offshore wind development in the Humboldt Wind Energy Area off California. The area, which spans about 206 square miles, can generate up to 1.6 gigawatts of clean energy capable of powering over 560,000 homes. The project supports the Biden administration’s vision of developing 30 gigawatts of offshore wind energy by 2030. 17-MISC-01
