BLM Greenlink North Transmission Project Workshop

The Bureau of Land Management will discuss NV Energy’s proposed Greenlink North Transmission Project comprising a system of new 525-kilovolt electric transmission facilities that span approximately 235 miles from Ely to Yerington, Nevada. The workshops are part of a pre-planning phase to inform the public about the project and gather input on topics and issues to be considered during the development of the draft environmental review. The agency expects to publish a notice of intent to prepare a review in May 2023. In June, Nevada enacted legislation requiring transmission utilities to take part in a regional transmission organization by 2030, and setting a 2028 completion date for the $2.5 billion Greenlink Nevada transmission initiative.

EIA Monthly Energy Review

The U.S. Energy Information Administration will issue its Monthly Energy Review, providing data on energy production, consumption, prices and trade. The U.S. power sector share of non-hydropower renewable sources is expected to grow from 13 percent in 2021 to 17 percent in 2023, according to the agency’s latest short-term outlook. The share of electricity generated from natural gas is expected to decrease from 37 percent in 2021 to 34 percent in 2023, and that of coal from 23 percent to 22 percent over the same period.

FERC Western Interconnection Resource Adequacy

The Federal Energy Regulatory Commission is due to receive comments on issues raised during a technical conference held in June regarding resource adequacy developments in the Western Interconnection. The conference discussed resource adequacy frameworks across the western regions, including utility integrated resource planning and coordinated or regional frameworks. A panel discussion explored how existing, planned, and new approaches can meet evolving and shared needs, such as those arising from transmission constraints, weather events, and generation retirements. The conference also highlighted the mutual interdependence in the Western Interconnection on electricity issues and potential paths to enhance regional coordination. AD21-14-000

MD PSC Delmarva Rate Case Hearing

The Maryland Public Service Commission will consider Delmarva Power & Light Company’s application for adjustments of distribution rates and charges applicable to electric services. The Exelon subsidiary is seeking an increase in distribution revenue of approximately $27 million and a return on equity of 10.10 percent, which would increase a residential customer’s monthly bill by $7.05, or by 4.6 percent, for customers consuming an average of 998 kilowatt-hour. 9670

CT PURA Advanced Metering Infrastructure Investigation

The Connecticut Public Utilities Regulatory Authority will conduct a technical meeting on a set of straw proposals on advanced metering infrastructure, or AMI, programs including a data access and privacy straw framework for the state’s electric distribution companies. In December, the companies filed their comments on the proposal and also submitted their recommendations for data access, privacy,and security frameworks. The meeting will review utilities’ proposed frameworks, as well as stakeholder comments. The request for AMI proposals, issued under the agency’s investigation into distribution system planning, is intended to develop the business case for cost-effective deployment, enhance the utilization of existing assets, and maximize value of AMI through strategic implementation. 17-12-03RE02

NY PSC Transmission Planning Technical Conference

The New York Public Service Commission will review utilities’ proposal in response to a September 2021 order requiring the utilities to plan for large-scale transmission and distribution projects pursuant to the 2020 Accelerated Renewable Energy Growth and Community Benefit Act. Among other things, the law requires the commission and utilities to plan the electric transmission infrastructure needed to meet the state’s clean energy and climate goals. The 2019 Climate Leadership and Community Protection Act requires the state to reach 70 percent renewable electricity by 2030, zero-emissions electricity by 2040, and net-zero greenhouse gas emissions economy-wide by 2050. The conference will examine the transmission system planning aspects of the utilities proposal on coordinated grid planning and benefit cost analysis. 20-E-0197

NJ BPU Grid Modernization and Interconnection

The New Jersey Board of Public Utilities will hold a meeting to gather input from non-electric distribution companies’ stakeholders interested in a more effective interconnection process in the state. Topics for discussion include technical, financial, and procedural issues regarding the current grid interconnection process. The board’s staff seek presentations that cover diverse project sizes, technologies and organization types to ensure that multiple interests and a diversity of opinions, constituencies, and business models are represented.

CA EC ZEV Battery Manufacturing Block Grant

The California Energy Commission will hold a workshop to discuss a draft solicitation for selecting a block grant implementer to fund zero-emission vehicle battery manufacturing projects. The solicitation will provide funding for one or more implementers who will solicit, evaluate, award, and manage sub-grants to foster manufacturing of batteries intended for ZEVs. The California Budget Act of 2021 provides $3.9 billion over three fiscal years to support the transition of the state’s transportation sector toward ZEV technologies, including $1.165 billion to be administered by the commission. For 2021-22, this includes $125 million to increase in-state manufacturing of ZEVs, ZEV components including batteries, and charging or refueling equipment. Initially, $25 million is available for this solicitation. 21-TRAN-05

MN PUC 200 MW Byron Solar Project

The Minnesota Public Utilities Commission will hold public information and environmental review scoping meetings regarding Byron Solar LLC’s application to construct a 200-megawatt solar energy facility and a 345 kV transmission line in Olmsted and Dodge Counties. The EDF Renewables Inc. subsidiary anticipates a developed area of approximately 1,550 acres within a 1,800-acre project site. The project aims to meet the growing renewable energy demand from commercial and industrial customers and help reach the clean energy requirements in Minnesota and neighboring states. Byron expects to begin construction in early 2023 and complete the project in time to start operating at the end of 2024. The company has applied for two generator interconnection agreements with the Midcontinent Independent System Operator. CN-20-764
