FERC Carbon Pricing Technical Conference

The Federal Energy Regulatory Commission will discuss issues related to state adoption of mechanisms to price carbon emissions in regions with wholesale electricity markets under its jurisdiction. The conference will consider price-based and quantity-based approaches that states may use to set a carbon price, and how the price intersects with power markets administered by regional grid operators, addressing both legal and technical issues. U.S. Congress Hearing on Improving Clean Energy Equity

The House Committee on Energy and Commerce will hold a remote hearing on improving clean energy equity and affordability. The discussion will examine policies that deliver clean energy to low-income communities and vulnerable populations that are disproportionately exposed to pollution, often because their neighborhoods rely on fossil fuel for energy generation. The hearing is titled, “Generating Equity: Improving Clean Energy Access and Affordability.”

DC PSC Multi-Year Rate Plan Hearing

The District of Columbia Public Service Commission will hold a virtual community hearing to discuss Potomac Electric Power Company’s application to implement a multiyear rate plan for electric distribution service. The company filed an application in May 2019 requesting authority to increase rates and charges for electric service through the implementation of a multiyear plan for the years 2020 through 2022. The commission has authority to adopt an alternative form of regulation upon determination that the regulation protects consumers, ensures reliable services, and is in the public interest. FC1156

NY PSC National Grid Rate Case Hearing

The New York Public Service Commission will hold a virtual public hearing to consider National Grid’s proposal to increase its annual electric and gas delivery revenues. The changes, proposed for Upstate New York, would raise the company’s electric delivery revenues by about $100.4 million and natural gas revenues by $41.8 million. The company states that its rate filings include proposals to maintain affordability and mitigate customer bill impacts during the COVID-19 pandemic, modernize its electric and gas infrastructure, and progress towards the state’s goals under the 2019 Climate Leadership and Community Protection Act, which sets the state on the path to achieve carbon-free power by 2040. 20-E-0380, 20-01611

NV PUC Alternative Ratemaking Mechanisms Workshop

The Nevada Public Utilities Commission will discuss its third concept paper describing available mechanisms and pathways to develop alternative ratemaking methods. A 2019 law directed the commission to adopt regulations enabling electric utilities to file alternative ratemaking plans, which include performance-based rates that are based on metrics that the commission may establish. The first paper details the goals and outcomes for establishing performance-based regulation for electric utilities while the second one outlines the existing regulatory framework and practices to provide a common understanding of the regulatory landscape to advance alternative ratemaking. 19-06008

CA EC Central Coast Offshore Wind Development

The California Energy Commission is due to receive comments on a revised report concerning offshore wind energy locations off the Central Coast. The Bureau of Ocean Energy Management published calls for information in 2018 for three areas including two in the Central Coast: Morro Bay Call Area and Diablo Canyon areas. Since the areas were assessed as incompatible with critical Department of Defence activities, stakeholders formed a working group to identify areas suitable for development. The Central Coast presents a viable opportunity for development given the available transmission infrastructure built for a retired gas-fired plant, as well a 2.3-megawatt nuclear power station set to close by 2025. The report examines additional considerations for wind development in the region with an updated summary of next steps to show additional geographic information. 17-MISC-01

AZ CC Arizona Public Service Rate Case Comment Session

The Arizona Corporation Commission will receive telephonic comments regarding Arizona Public Service Company’s application for adjustments of retail rates and charges applicable to its electric service. The Pinnacle West Capital Corporation subsidiary asked for an annual revenue increase of $184 million and a return on equity of 10.15 percent, which would result in an average monthly bill increase of 5.8 percent for the residential customers. MI PSC Utility Pilot Project Report Deadline

The Michigan Public Service Commission is due to receive a report from the commission staff on utility pilot projects, as part of MI Power Grid – the state’s grid modernization initiative – summarizing efforts to date, providing recommendations to evaluate proposed projects, and identifying potential areas for additional pilots. Due to the outbreak of COVID-19 pandemic and related responses, the commission extended the filing date from the original June 30 deadline. The agency set an Oct. 15 deadline for the staff to file a status report on the grid modernization initiative, detailing actions taken to date, the status of the work areas associated with MI Power Grid, and recommendations.
