FERC GTN XPress Natural Gas Expansion Project

The Federal Energy Regulatory Commission is due to receive comments on the scope of issues to be addressed in the environmental assessment of the GTN XPress project proposed by Gas Transmission Northwest LLC, a subsidiary of TC Energy. The project would modify three existing compressor stations in Idaho, Washington, and Oregon to increase the capacity of the company’s existing natural gas system by about 150,000 dekatherms per day between the Kingsgate Station in Idaho and the Malin Meter Station in Oregon. GTN expects the project to enhance its ability to meet a growing market demand, benefit local communities, and provide operational flexibility. The commission is expected to issue the final assessment by Oct. 14, 2022. CP22-2-000

DOE Clean Energy Business Funding Opportunity

The U.S. Energy Department is due to receive applications in response to its $54 million funding opportunity for small businesses to support research and development of new technologies that help accelerate the transition to clean energy. Applicants may receive up to $250,000 and qualify for up to $1.6 million in follow-on funding. The initiative will support various clean energy technologies to advance the administration’s goal of achieving net-zero emissions by 2050. These include solutions around increasing the efficiency of thermal energy storage in buildings, recycling and reusing retired solar panels, and utilizing waste as fuel to reduce carbon emissions. The agency will focus on improving clean energy planning by pairing small businesses with community organizations, in order to allow entrepreneurs to advance their decarbonized energy innovations in coordination with communities. BOEM New York Bight Offshore Wind Lease Sale

The U.S. Bureau of Ocean Energy Management will hold a wind auction for more than 480,000 acres offshore New York and New Jersey, in the area called the New York Bight. The auction will allow offshore wind developers to bid on six lease areas. Leases offered in this sale – the most areas offered in a single auction – could result in 5.6 to 7 gigawatts of offshore wind energy, capable of powering nearly 2 million homes. The sale is the first to be held under the Biden administration, which has set a goal of installing 30 gigawatts of offshore wind generation projects in federal waters by 2030. READ MORE

EPA Air Quality Monitoring Grant

The Environmental Protection Agency is due to receive applications for grants available under the 2021 American Rescue Plan Act to enhance ambient air quality monitoring across the country. The agency will award up to $20 million in funds to support community and local efforts to monitor air quality and promote partnerships between communities and Tribal, state, and local governments. The grant is part of a one-time supplemental appropriation of $100 million provided to the agency to address health outcome disparities from pollution and the COVID-19 pandemic. The funding dedicates $50 million for air monitoring initiatives that address the disproportionate environmental or public health harms in underserved communities.

ME PUC Low-Income Assistance Plan

The Maine Public Utilities Commission is due to receive comments on revisions to its rule governing the statewide low-income assistance program for customers of the state’s three investor-owned utilities. The rulemaking proposal is in response to a request from the American Association of Retired Persons to expand program participation by allowing all recipients of MaineCare – the state’s Medicaid program – with income certified as 150 percent or less of federal poverty guidelines to be deemed eligible. The commission is examining the financial implications on ratepayers in the short and long run, and the manner in which the recipients should apply for the program including communicating proof of eligibility to the utility. The agency is requesting comments on the proposed rule, including its authority to make a permanent change to the rule versus a one-time expansion.

ME PUC Retail Electric Market Rules

The Maine Public Utilities Commission is due to receive final comments on revisions to its rule governing the licensing requirements, annual reporting, enforcement, and consumer protection provisions for competitive electricity supply to conform with recent legislative changes. Legislation that took effect last October enacted new provisions governing door-to-door marketing of retail energy supply, and the registration of third-party sales agents. The law provides consumers that choose to receive electricity from competitive suppliers with new consumer protections including new conditions of licensure for these suppliers. The revisions also provide additional penalty provisions. READ MORE

CA PUC Utility Execution of Power Shutoff Events

The California Public Utilities Commission will hold public briefings on the operations and performance of the state’s investor-owned utilities during the 2021 public safety power shutoff, or PSPS, events to improve future performance. The briefings are part of the commission’s ongoing efforts to reduce the impacts of PSPS events that are implemented to avoid the risk of power lines starting wildfires. The utilities will publicly address their execution and performance of PSPS events during the last wildfire season, including lessons learned and improvements planned in preparation for the 2022 wildfire season. Another briefing will be held on Feb. 25.

CARB Quarterly Carbon Auction

The California Air Resources Board and Québec’s Ministry of the Environment and the Fight against Climate Change will release the results of their 30th joint quarterly carbon auction, which offered allowances for current and future years. The current auction offered 2017, 2018, 2019, 2020, and 2022 vintage allowances totaling nearly 58.53 million, and the advance auction offered 2025 future allowances totaling about 7.94 million. The previous auction sold all of the nearly 68.6 million current allowances at a price of $28.26 per allowance and over 8.3 million future allowances at $34.01 each. California’s cap-and trade program, which places an economy-wide cap on major emitting sources, is a central part of the state’s plan to reduce greenhouse gas emissions 40 percent below 1990 levels by 2030.

MN PUC 122 MW ALLETE Wind Project

The Minnesota Public Utilities Commission will discuss Northern Wind Energy Redevelopment LLC’s proposal to allow decommissioning of 65 turbines from the Chanarambie Wind Farm and Viking Wind Farm, both located in Murray County, and replace them with up to 45 new turbines, increasing the combined nameplate capacity from about 97 megawatts to 122 megawatts. In January, an administrative law judge issued a report recommending that the commission grant a site permit for the proposal. In 2015, ALLETE Clean Energy, the parent company of Northern Wind, purchased both the wind generation facilities, which came online in 2003. The combined, repowered project, known as the Northern Wind Project, would increase efficiency and reliability, and extend the life of the facility. WS-20-860
