The Puerto Rico Energy Bureau will hold a virtual stakeholder workshop on its revised preliminary draft interconnection regulation for distributed generation, community solar, and microgrids. The workshop will include a presentation and discussion of updated draft language on interconnection requirements for systems less than 25 kW, cost allocation for electric system upgrades, and meter socket adapters. The revised version follows a review of stakeholder input from LUMA, the Independent Consumer Protection Office, and the Solar and Energy Storage Association of Puerto Rico on the preliminary draft, as well as feedback and presentations from a virtual stakeholder workshop held in May. The Connecticut Public Utilities Regulatory Authority seeks written comments on proposed compensation structures for successor programs to the state’s Residential Renewable Energy Solutions, Non-Residential Renewable Energy Solutions, and Shared Clean Energy Facility programs pursuant to Public Act No. 26-127, enacted in June. The authority is considering a multipart payment framework from Eversource to support the deployment of solar projects paired with storage. The framework would compensate front-of-the-meter, non-residential community projects for overall clean energy delivery as well as sustained output during high demand periods.

The Delaware Public Service Commission will hold a public comment session on Delmarva Power & Light Company’s proposed increase in electric distribution base rates. The company recently filed an update raising its requested increase in annual distribution revenues from $68.6 million to $75.8 million, or 24.25 percent. The proposal includes new riders related to bad debt recovery, low-income customer rate discounts, and revenue decoupling. The commission has allowed Delmarva to place half of the increase into effect on an interim basis, subject to refund with interest. The full increase would add about $11.63 a month to the average residential customer’s bill. Written comments are due by Oct. 5. 25-1555

The New York Public Service Commission seeks comments on establishing a Nuclear Reliability Backbone, or NRB, framework that could support the development of up to 5 gigawatts of new nuclear generation. The initiative will evaluate policy, regulatory, and financial pathways needed to bring advanced nuclear resources online in a timely and cost-effective manner. In its order initiating a proceeding to establish the framework, the commission listed several topics for comment, including key considerations for developing the NRB and coordinating transmission, non-nuclear generation, and nuclear procurements to maximize ratepayer benefits. The commission is also seeking feedback on an Advanced Nuclear Policy Options Paper, which evaluates financing mechanisms, technology selection, and procurement approaches for new nuclear projects, as well as barriers to commercial viability. 26-E-0335

The California Energy Commission will hold a meeting of its Independent Consumer Fuels Advisory Committee to review the state’s Transportation Fuels Assessment. The 2023 California Gas Price Gouging and Transparency Law established the committee to provide expert advice and insight on petroleum fuel market instabilities in the state. AB X2-1, which took effect in January 2025, requires the commission to consider the effects of refiners’ inventories on transportation fuel prices. It builds on the 2023 law to improve transparency in the petroleum industry and prevent consumer price spikes. Commission staff will present an overview of the assessment, and committee members will facilitate a roundtable discussion. 23-ICFAC-01

The Colorado Public Utilities Commission seeks reply comments on proposed amendments to its electric rules concerning distribution system planning and interconnection requirements. The proposal responds to 2024 legislation (Senate Bill 24-218), which directed the commission to open a rulemaking after its final decision on a qualifying utility’s first distribution system planning filing and address certain requirements, including establishing energization timelines, updating interconnection rules, and setting customer cost caps or fees for the interconnection or energization of resources. The rulemaking will also address statutory changes under recently enacted House Bill 26-1225 aimed at fostering distributed energy resources. The California Energy Commission will hold a public hearing to discuss proposed amendments to electric vehicle charger data and reliability standards. The amendments would exempt Megawatt Charging System EV chargers, a high-power charging technology, from certain reliability requirements and make minor refinements to existing standards. Among other changes, the proposal would ensure charging network providers are notified of their reporting obligations and clarify recordkeeping and reporting agent designation. 22-EVI-04
