FERC Permian Basin Expansion Project

The Federal Energy Regulatory Commission seeks comments on Northern Natural Gas Company’s proposed Permian Basin Expansion Project in Lea County, New Mexico and Gaines County, Texas. The project is designed to add approximately 361,600 dekatherms of peak day firm transportation service to a new delivery point at the Southwestern Public Service Company’s Gaines County Generation Station. The project, which is estimated to cost nearly $105 million, would include approximately 16.2 miles of pipeline and an interconnect with Transwestern Pipeline Company LLC’s existing Phillip 66 Linam Ranch Plant. BLM Oil and Gas Lease Sale

The Bureau of Land Management seeks public input on plans to include 66 oil and gas parcels totaling 29,087 acres that it plans to include in a July 14, 2026 lease sale in Montana and North Dakota. The bureau completed scoping on these parcels in February 2026 and held a public comment period on the parcels and the related environmental analysis. The bureau has now opened a public protest period to receive additional input.

PJM Capacity Market Auction

PJM Interconnection, which operates the grid across 13 states and the District of Columbia, is set to commence its capacity auction for the 2028/2029 delivery year. The grid operator is pursuing market, planning, and interconnection reforms as rapidly growing demand raises concerns about resource adequacy, infrastructure readiness, and consumer costs. In April, the Federal Energy Regulatory Commission accepted PJM’s proposal to extend its capacity auction price collar for two more future delivery years, maintaining a price cap of approximately $325/MW-day and a price floor of $175/MW-day. The price cap and floor were applied to capacity market auctions for the 2026/2027 and 2027/2028 delivery years to reduce volatility of clearing prices and decrease uncertainty around market revenues. NYSERDA Flexible Technical Consulting Services

The New York State Energy Research and Development Authority seeks proposals to establish a pool of qualified consulting firms capable of providing technical, energy, economic, policy, and environmental analytical support to its programs. As NYSERDA conducts research, analysis, and modeling across a wide range of topics, often under tight time constraints, establishing a pool of consultants will enhance its capacity to execute time-sensitive projects. IL CC Future of Gas Pilot Projects

The Illinois Commerce Commission seeks reply briefs regarding threshold legal issues in its proceeding regarding the implementation of Future of Gas pilot projects. The issues were identified in a commission order initiating a formal proceeding to examine its authority to approve pilot implementation and to more fully develop projects for deployment. Key questions include whether utilities may implement pilot projects directly or through third-party providers, and whether the costs of such pilots may be recovered through rates. Commission staff issued a report summarizing the pilot development process conducted through workshops and recommending a formal proceeding to examine commission authority, noting that the workshop process was not well suited to address several important legal questions. SC PSC Duke Energy Solar and Storage Procurement

The South Carolina Public Service Commission seeks comments on a request by Duke Energy Carolinas LLC and Duke Energy Progress LLC regarding the path forward for solar and solar-plus-storage procurement as part of their 2026 Competitive Procurement of Renewable Energy, or CPRE. The companies stated that recent developments in North Carolina have affected their ability to proceed with the originally contemplated dual-state procurement. The companies proposed two approaches and requested that the commission indicate its preferred path forward. The first would reduce the target volume for the 2026 solar and solar-plus-storage solicitation to 140 megawatts, approximately 18 percent of the originally targeted 770 megawatts, to reflect the share of system peak load attributable to South Carolina customers. The second would defer solar procurement to the 2027 CPRE, consistent with the biennial procurement framework established under the South Carolina Energy Security Act. 2026-56-E

NYSERDA Building Electrification Program

The New York State Energy Research and Development Authority seeks letters of intent from applicants for its $15 million funding opportunity to support innovative building solutions in the state. The funding, offered through the Innovation for Affordable Building Electrification program, focuses on supporting the adoption of technologies that can be scaled in existing buildings to enhance building performance and reduce costs. Proposals must address one of three energy topic areas: efficiency, electrification, or load management. Applicants may submit the letters of intent to receive feedback on the eligibility of their proposal before submitting their final version by July 23.

MT PSC Black Hills Wildfire Mitigation Plan

The Montana Public Service Commission will hold a public meeting to discuss Black Hills Power Inc.’s proposed wildfire mitigation plan, outlining a multi-layered approach to reducing wildfire risk through asset programs, integrity programs, and operational response measures. Planned activities include vegetation management within rights-of-way, aerial and ground powerline patrols, and pole inspections and replacement. The company also proposes system investments to improve reliability and reduce wildfire risk, such as undergrounding electric distribution lines where feasible and retrofitting equipment to reduce wildlife interactions with facilities. The plan also includes an Emergency Public Safety Power Shutoff program, which involves proactively de-energizing electric distribution facilities in high-risk areas as a last resort measure to reduce the risk of wildfire ignition. 2026.01.009

WI PSC Energy Innovation Grant Program

The Wisconsin Public Service Commission’s Office of Energy Innovation seeks applications for a $10 million funding opportunity to advance energy innovation in the state. This marks the sixth round of funding, offered through the Energy Innovation Grant Program, to support a wide variety of projects, including renewable energy systems such as solar photovoltaic installations, energy storage systems, and energy efficiency and demand response initiatives. HI PUC Wildfire Liability Cap Rulemaking

The Hawaii Public Utilities Commission seeks input to inform the development of administrative rules to establish a liability cap framework for economic damages resulting from catastrophic wildfires. Act 258, enacted in 2025, directed the commission to establish the framework. The act authorizes electric utilities to securitize up to $500 million for infrastructure resilience costs and allows electric cooperatives to recover wildfire mitigation, repair, and restoration costs through an automatic rate adjustment or other mechanism. The commission seeks input from communities, impacted individuals, advocacy organizations, utilities, insurance stakeholders, policy experts, government agencies, and other interested parties to support future rulemaking discussions and policy considerations.
