FERC Resource Adequacy Issues

The Federal Energy Regulatory Commission invites comments on issues raised during its June technical conference on resource adequacy constructs. The commission seeks comments on topics that may benefit from further discussion and questions presented in the conference agenda. The two-day conference examined the role of capacity markets in regions served by regional transmission organizations and independent system operators (RTOs/ISOs), as well as alternative constructs in areas without capacity markets. Panelists covered a range of topics including regional differences, alternatives to mandatory capacity markets, and the evolving role of states in ensuring adequate resources. READ MORE

BLM Coal Lease and Mining Plan

The Bureau of Land Management will hold a public hearing on a proposed emergency federal coal lease and mining plan at the Falkirk Mine in McLean County, North Dakota. Falkirk Mining Company has applied to lease multiple federal tracts totaling approximately 800 acres and an estimated 11.3 million tons of mineable coal. The proposal is part of the current administration’s commitment to advance energy independence and economic growth through responsible coal development. The hearing will provide an opportunity for the public to comment on the draft environmental impact assessment of the project, as well as fair market value and maximum economic recovery of the coal resources. Written comments on the draft are also due by July 7.

FERC Market and Planning Efficiency Improvement

The Federal Energy Regulatory Commission will hold a technical conference to explore opportunities for enhancing real-time and day-ahead markets and planning efficiency of the bulk power system by using improved software. Topics of discussion include market-based incentives for adoption of grid-enhancing technologies, accelerating the interconnection process with advanced software and automation, and modernizing grid risk management with AI advances and cloud technology. Other topics on the agenda include distributed energy resource aggregations in transmission systems and wholesale electricity markets with multiple virtual power plants.

NY PSC Energy Efficiency Programs

The New York Public Service Commission will hold a webinar to discuss the development of a performance management framework for the low- to moderate-income energy efficiency and building electrification portfolio. Commission staff will facilitate a discussion regarding oversight of the portfolio’s performance, including potential metrics, reporting requirements, and options for incorporating stakeholder engagement. In May, the commission authorized approximately $1 billion per year over the next five years – to be administered by the state’s large investor-owned utilities and the New York State Energy Research and Development Authority – to increase access to energy efficiency and clean energy solutions across the buildings sector. 14-M-0094

PJM Capacity Market Auction

PJM Interconnection LLC is set to commence its capacity auction for the 2026/2027 delivery year. The Federal Energy Regulatory Commission recently accepted PJM’s proposal to establish a price cap and floor for its next two capacity market auctions to reduce volatility of clearing prices and decrease uncertainty around market revenues. The move aims to address the challenges that PJM is currently facing, including rapid load growth, interconnection queue issues, and a compressed auction schedule. PJM has also implemented several market design and interconnection reforms following record-high prices in the capacity auction held last July for the 2025/2026 delivery year, with total costs rising by $12.5 billion. DC PSC WGL's Gas System Leak Reduction Practices

The District of Columbia Public Service Commission will hold a technical conference on Washington Gas Light Company’s system leak reduction and management practices. The conference will discuss the company’s reporting methods for natural gas leaks, currently maintained in the Leak Identification, Detection and Repair, and Odor Complaints, or LIDAROC, master database. The commission plans to examine how the reporting requirements may be maintained or adjusted in the future to ensure a reliable source of leak information. FC1178

KY PSC Nuclear Energy Development

The Kentucky Public Service Commission requests interested parties to submit relevant topics and comments for discussion at an upcoming informal conference on developing nuclear energy in the state. The move is in response to 2024 Senate Joint Resolution 140, which directed the commission to prepare to discharge its regulatory duties relating to applications for the siting and construction of nuclear energy facilities. The commission plans to convene regulated electric utilities and other stakeholders to identify and discuss issues regarding the construction, operation, and funding of potential nuclear electric generating facilities.

MN PUC Gas Line Extension Policies

The Minnesota Public Utilities Commission seeks comments on potential modifications to existing gas line extension policies for rate regulated gas utilities. The commission is evaluating changes to natural gas utility regulatory and policy structures to meet the state’s greenhouse gas reduction goals. Topics for comment include impact on new and existing ratepayers, legal and regulatory justifications for changes, coordination with electric utilities, and whether policy changes should vary by customer class. CA EC Load-Flexibility Implementation

The California Energy Commission is due to receive written comments on the state’s progress in improving load flexibility resources and strategies to achieve a load-shift goal of 7 gigawatts by 2030. Pursuant to Senate Bill 846, enacted in 2022, the commission is required to develop a statewide goal for load shifting to reduce net peak electricity demand. A 2023 report outlined the approach used to develop a load-shift goal and discussed policies to expand demand response and load shifting without increasing greenhouse gas emissions or raising electric rates.
