BLM Renewable Energy Transmission Line Project

The Bureau of Land Management is due to receive comments on TransCanyon’s proposed Cross-Tie Transmission Project comprising a new 500-kilovolt electric transmission line that spans approximately 214 miles from Clover Substation, Utah, to Robinson Summit Substation, Nevada. The project, estimated to cost about $667 million, is expected to come online in late 2026. The initiative would expand access to renewable energy across the region and support the Biden administration’s priority for infrastructure needed to attain a carbon-free power sector by 2035.

DOT Funding for Fleet Modernization

The U.S. Department of Transportation is due to receive applications in response to its funding opportunity announcement for $1.47 billion in competitive grant funds to expand the availability of clean buses through the Low or No Emission, or Low-No, program and to modernize the fleet through the Buses and Bus Facilities program. The grant includes $1.1 billion funding to state and local governmental authorities to buy or lease zero-emission and low-emission transit buses. The funding stems from the 2021 Infrastructure Investment and Jobs Act, which provides for significant investment in U.S. infrastructure. The Low-No program has $5.5 billion made available over five years, more than 10 times greater than the previous five years of funding. READ MORE

FERC Electric Transmission Task Force

The Federal Energy Regulatory Commission is due to receive comments on issues discussed during a recent meeting of the joint federal-state task force on electric transmission. The first-of-its-kind task force, established in June 2021, aims to identify barriers inhibiting planning and development of transmission infrastructure, which is key to facilitating the transition towards clean energy resources, and potential solutions to overcome them. Topics of discussion included generator interconnection queue processes and current backlog, and cost allocation for interconnection-related network upgrades.

BOEM California Renewable Energy Task Force

The Bureau of Ocean Energy Management will hold a webinar of the California Intergovernmental Renewable Energy Task Force chartered to facilitate discussion and collaboration opportunities between state, local and federally recognized tribal governments and federal agencies. The meeting will update members on planning and engagement activities for offshore wind development and next steps in the bureau’s leasing process. The discussion will also include the agency’s proposed sale notices for a fall 2022 offshore wind auction. The agency recently completed an environmental review of the potential impacts from future commercial leasing within the Humboldt Wind Energy Area off California’s northern coast, an area capable of generating up to 1.6 gigawatts of renewable energy. DOE Geothermal Technology Funding Opportunity

The U.S Energy Department is due to receive applications in response to its $20 million funding opportunity to support technologies that lower the cost of geothermal energy development. The agency aims to dramatically lower the costs of geothermal drilling, which can exceed 50 percent of a project’s total costs. The Drilling Demos initiative, led by the Geothermal Technologies Office, builds on the department’s advancements in geothermal drilling technologies that streamline drilling time and improve penetration rates in laboratory. New drilling efficiency demonstrations are expected to set the stage for transferring lab technology to the marketplace.

IL CC Energy Storage Deployment Measures

The Illinois Commerce Commission is due to release a report providing recommendations for legislative, regulatory, or executive actions to support energy storage deployment. The commission initiated a proceeding in March to consider the specific programs, mechanisms, and policies supporting energy storage pursuant to legislation that took effect in September 2021. Based on input from a series of webinars and workshops, commission staff produced a straw man draft report containing information about energy storage systems and setting forth recommendations for specific programs, mechanisms, and policies that the General Assembly could adopt to support their deployment. RGGI Carbon Allowances Auction

Member states of the Regional Greenhouse Gas Initiative, the nation’s first market-based emissions regulation program, will hold their 56th quarterly auction of carbon allowances. The previous auction held in March sold all of the nearly 21.8 million allowances offered for sale. Permits were sold at a clearing price of $13.50, the highest to date, and generated about $294 million, bringing the total proceeds to nearly $5 billion. NY DEC Climate Act Implementation Plan

The New York Department of Environmental Conservation and New York State Energy Research and Development Authority will hold a public hearing on draft criteria for identifying disadvantaged communities to guide the equitable implementation of the 2019 Climate Leadership and Community Protection Act. Under the law, New York must reduce economywide greenhouse gas emissions 40 percent by 2030 and 85 percent by 2050 from 1990 levels, and attain a carbon-free power system by 2040. The draft provides an interactive map and a list of communities as well as criteria to direct initiatives that cut emissions, open economic development opportunities, and support investments in clean energy and energy efficiency. The department has scheduled 11 hearings during May and June to receive public input on the draft criteria based on geographic, public health, environmental hazard, and socioeconomic factors.

TX PUC Electricity Supply Chain Security and Mapping Committee

The Texas Public Utilities Commission will hold a meeting of the Electricity Supply Chain Security and Mapping Committee, which recently adopted a critical infrastructure map to aid emergency preparedness. Legislation enacted in response to the February 2021 winter storm event established the committee to map the state’s electricity supply chain, in order to identify critical infrastructure sources and ensure best practices to maintain service during extreme weather events. The map includes more than 65,000 facilities including gas-fired power plants, electrical substations, gas processing plants, underground storage facilities, oil and gas well leases, and salt water disposal wells. Further, the map has more than 21,000 miles of gas transmission pipelines and 60,000 miles of electricity transmission lines. The committee is also required to recommend oversight and compliance standards for these facilities and designate priority service needs.

CA EC Gas Decarbonization Workshop

The California Energy Commission will host a workshop to launch an informational proceeding for decarbonizing the gas system. The proceeding will engage state agencies and stakeholders in planning for the transition away from gas and addressing the challenges the state faces in decarbonizing the gas system. Challenges include declining long-term gas demand from building electrification, interdependencies between gas and electricity systems, and the potential role of low-carbon fuels and technologies including renewable gas and hydrogen. The workshop will include an overview of the state’s gas system and demand, as well as currently planned activities under the proceeding in order to seek input on additional measures. 22-OII-02
