BOEM Gulf of Maine Offshore Wind Lease Sale

The Bureau of Ocean Energy Management will hold meetings to discuss a proposal for the first wind energy auction in the Gulf of Maine. The auction would include eight lease areas offshore Maine, Massachusetts, and New Hampshire totaling approximately one million acres. These areas have the the potential to generate nearly 15 gigawatts of renewable energy and power over five million homes.

EIA Monthly Energy Review

The U.S. Energy Information Administration will issue its Monthly Energy Review, providing data on energy production, consumption, prices and trade. U.S. dry natural gas production is expected to fall by two percent from the first quarter of 2024 to the second quarter as a result of low prices, according to the agency’s latest short-term outlook. The agency projects natural gas production to decrease by one percent 2024 before increasing by two percent in 2025. Natural gas consumption is expected to remain unchanged in 2024 as less consumption in the industrial sector would offset increases in consumption in the electric power, residential, and commercial sectors.

BOEM Oregon Wind Lease Area Review

The Bureau of Ocean Energy Management will hold a meeting to discuss a proposal for a wind energy auction in the Pacific Outer Continental Shelf offshore Oregon. The bureau has proposed a lease sale consisting of two lease areas totalling nearly 195,000 acres and capable of supplying over one million homes. An additional meeting will be held on May 30.

EPA Air Quality Monitoring Grant

The U.S. Environmental Protection Agency is due to receive applications for a $81 million funding opportunity to support eligible air agencies in expanding and upgrading the nation’s air quality monitoring networks. The investment, supported by the 2022 Inflation Reduction Act, aims to address air pollution, enhance monitoring in and near communities, and ensure cleaner air. The funding will assist state, local, tribal, and territorial air agencies in monitoring fenceline communities, refining air toxics monitoring methods, and promoting overall air quality. An additional $2 million is allocated for deploying air quality sensors in low-income and disadvantaged communities.

NH PUC Community Power Electric Aggregation Plan

The New Hampshire Public Utilities Commission is due to receive comments on a community power electric aggregation plan for the town of Bristol. The plan aims to provide universal access, reliability, and equitable treatment of all classes of customers subject to any differences arising from varying opportunities, tariff, and arrangements between different electric distribution utilities in their respective franchise territories. The plan also seeks to meet the basic environmental and service standards established by the commission and other agencies, laws, and rules concerning the provision of service under Community Power. NY PSC 650 MW Swiftsure Energy Storage Project

The New York Public Service Commission is due to receive comments on Hecate Grid Swiftsure LLC’s application for a certificate of public convenience and necessity to build and operate an approximately 650-megawatt energy storage facility in Richmond County, Staten Island. The project is expected to be located on about eight acres of land consisting of a tier one lithium-ion storage system, with an interconnection to Consolidated Edison Company of New York’s Fresh Kills substation. 23-E-0421

IA UB Electric Grid Resilience Plans

The Iowa Utilities Board will hold a meeting to discuss challenges and solutions for maintaining the reliability and resilience of Iowa’s electric grid this summer. The board has outlined questions for utilities to answer regarding summer preparedness and grid resilience. While dockets opened in previous years address potential shortfalls in capacity during peak usage days in the summer and winter, the board considers it important to understand how electric utilities are working to ensure their systems are resilient to catastrophic failures. Therefore, the board has opened a docket to continue its dialogue regarding utilities’ seasonal preparedness and inquire into grid resilience. INU-2024-0001

CA GEM Methane Task Force

The Geologic Energy Management Division of the California Department of Conservation seeks information on technologies and processes that can be used to effectively ensure leaks associated with oil and gas operations are detected using cost-effective technologies. The main objective of the request for information is to detect leaks quickly, including those that are in-field and leaving the fence line, so that operators can respond and be required to take action without delay. Input gathered from this RFI, along with additional discussions with stakeholders, will guide future actions that may include implementation of leak detection and response plan requirements.

MI PSC Utilities’ Individual Energy Storage Targets

The Michigan Public Service Commission staff is required to file a straw proposal providing a methodology for determining the proportional share of the statewide minimum energy storage target for rate-regulated utilities and alternative energy suppliers. Comments on the proposal are due by Aug. 1. After a standard methodology has been established, the commission envisions that the methodology will become a part of the integrated resource plan filing requirements for regulated utilities during the next update process and will be incorporated into the capacity demonstration process for alternative suppliers.
