BLM Federal Coal Lease Sale

The Bureau of Land Management will hold a sealed-bid coal lease sale for two lease areas covering approximately 14,050 acres with an estimated 53 million tons of recoverable metallurgical coal beneath private lands in Tuscaloosa County, Alabama. The move reflects the administration’s commitment to revitalize the U.S. coal industry and expand access to domestic energy. A second lease sale is scheduled for Oct. 1 in Utah, offering 120 acres with an estimated 1.29 million tons of recoverable coal, followed by a third sale on Oct. 6 in Montana for 1,262 acres containing an estimated 167.5 million tons.

EPA Renewable Fuel Standard

The U.S. Environmental Protection Agency will hold a virtual hearing on proposed volume requirements under the Renewable Fuel Standard, or RFS, program, which requires transportation fuel sold in the U.S. to contain a certain volume of renewable fuels. The agency is proposing a supplemental rule revising proposed volume requirements for 2026 and 2027 to account for small refinery exemption, or SRE, decisions issued in August. Those decisions exempted significant volumes of gasoline and diesel for the 2023 and 2024 compliance years, and EPA expects additional exemptions for the 2025 compliance year. In June, EPA proposed volumes and percentage standards for four categories – cellulosic biofuel, biomass-based diesel, advanced biofuel, and total renewable fuel – that would apply to obligated parties in 2026 and 2027. The revisions would include proposed SRE reallocation volumes and an updated projection of exempted gasoline and diesel for those years.

BLM Oil and Gas Lease Sale

The Bureau of Land Management seeks public comments on 103 oil and gas parcels totaling about 72,848 acres that it plans to include in the March 2026 lease sale in Colorado. The bureau reviews drilling permit applications, conducts an environmental analysis, and coordinates with state partners and stakeholders. Parcels that are offered in a federal oil and gas lease sale include appropriate stipulations to protect important natural resources.

DC PSC Gas Pipeline Replacement Program

The District of Columbia Public Service Commission will hold a hearing to discuss Washington Gas Light Company’s application for approval of its District Strategic Accelerated Facility Enhancement, or SAFE, Plan, a revised replacement of its PROJECTpipes plan. Through the plan, the company will continue to address the highest-risk segments of aging, leak-prone mains and services while ensuring safe, reliable gas delivery and considering environmental impacts in the district. The three-year plan is estimated to cost $215 million.

ME PUC Renewable Energy and Transmission Development

The Maine Public Utilities Commission is due to receive supplemental comments regarding the development of renewable energy projects and transmission infrastructure to deliver electricity from Northern Maine to ISO New England Inc.’s system. This initiative follows legislative requirements from 2021 and 2023 to remove barriers to renewable energy development in the region. The commission is also interested in how the New England grid operator’s request for proposals for transmission projects to interconnect 1,200 megawatts of onshore wind in Maine should inform its Northern Maine procurement strategy. ME PUC Net Energy Billing Program

The Maine Public Utilities Commission will hold a public hearing on revisions to its Net Energy Billing rule to comply with recent legislation that amended statutes governing the kilowatt-hour program and tariff rate program. The revisions include changing the formula for calculating the rate for participants of the tariff rate program to reduce subsidy. The revisions also include instituting a charge for project sponsors in the kilowatt-hour program to offset the costs of net energy billing and strengthening consumer protections for customers who receive credits through the program. The state has also enacted legislation establishing that the monetary value of unused and expired kilowatt-hour credits, which had previously been remitted to the commission to support the low-income assistance program, will now be remitted directly to Maine State Housing Authority. 2025-00264

NY DEC Climate Justice Working Group

The New York Department of Environmental Conservation will hold a meeting of the Climate Justice Working Group. The 2019 Climate Leadership and Community Protection Act charged the working group with the development of criteria for identifying disadvantaged communities to ensure that these communities benefit from the state’s transition to clean energy. The meeting will include an update on the department’s urban heat island mapping project. The department is developing statewide extreme heat exposure maps and tools to identify urban heat islands.

NY PSC 100 MW Riverside Solar Project

The New York Public Service Commission seeks comments on Riverside Solar LLC’s application for a site permit to construct an up to 100-megawatt alternating current solar energy generating facility in Jefferson County, New York. The project footprint would span approximately 1,000 acres and interconnect to National Grid’s Lyme Tap off of the Thousand Islands – Coffeen Street 115-kilovolt line. The facility is expected to help reduce carbon dioxide emissions by an estimated 133,000 metric tons per year. 25-E-0197

CA EC Equitable Building Decarbonization Program

The California Energy Commission will host a remote-access workshop to present draft guidelines for the Tribal Direct Install Program, a component of its Equitable Building Decarbonization, or EBD, initiative, which aims to reduce emissions and advance energy equity in under-resourced communities. The EBD program, established by a 2022 law, includes two components: a statewide direct install program focused on low-income and moderate-income households, and an incentive program to accelerate the deployment of low-carbon building technologies. The commission recognized the unique needs of tribes and tribal communities during the development of guidelines for the statewide direct install program. 22-DECARB-03

CA EC Potentia-Viridi 400 MW Energy Storage Project

The California Energy Commission invites comments on Levy Alameda LLC’s proposed 400-megawatt Potentia-Viridi battery energy storage system project in eastern Alameda County. The Obra Maestra Renewable LLC subsidiary proposes to construct and operate the project on about 102 acres, with the battery system located on a 70-acre leased portion of the site. The project would include an up to 3,200-megawatt-hour battery energy storage system, gen-tie line, and interconnection facilities within the Tesla Substation owned and operated by Pacific Gas and Electric Company. 24-OPT-04
