NRC 615 MW Nuclear Facility Restart

The Nuclear Regulatory Commission will hold a public outreach meeting to discuss regulatory and technical issues associated with resuming operations at NextEra Energy’s Duane Arnold Energy Center, a roughly 615-megawatt nuclear facility in Iowa, which ceased operations in 2020. Restarting the facility would provide more than $9 billion in economic benefits to Linn County and the state over a 25-year operating period, according to NextEra.

BLM Utah Oil and Gas Lease Sale

The Bureau of Land Management seeks public input on plans to include 35 oil and gas parcels totaling 34,655 acres that may be included in a September 2026 lease sale in Utah. BLM reviews drilling permit applications, conducts an environmental analysis, and coordinates with state partners and stakeholders. Parcels offered in a federal oil and gas lease sale include appropriate stipulations to protect important natural resources.

NY PSC Interconnection Reforms for Large Loads

The New York Public Service Commission seeks stakeholder comments on revising the existing approach for interconnection of new large electric load customers, given the anticipated significant and unprecedented load growth due to data centers and similar facilities. The commission has initiated a proceeding to examine planning processes, cost allocation mechanisms, and tariff structures to ensure projects with substantial electricity demand bear the costs associated with necessary grid upgrades while protecting other ratepayers and maintaining system reliability. The initiative aligns with the state’s Energize NY Development strategy aimed at modernizing how large loads connect to the grid. As of February 2026, 11.9 gigawatts of load within the New York grid operator’s interconnection queue is attributed to future large load projects. In 2025 alone, more than 8.3 gigawatts of new load entered the queue. Reply comments are due May 13, 2026. READ MORE

NY PSC Avangrid Electric Rate Case

The New York Public Service Commission is due to receive reply briefs on proposed changes to the electric delivery rates of New York State Electric & Gas Corporation (NYSEG) and Rochester Gas and Electric Corporation (RG&E), subsidiaries of Avangrid Inc., for the 12-month period ending April 30, 2027. NYSEG proposes an increase in annual electric delivery revenues of approximately $464.4 million, or 35 percent in base delivery revenues. RG&E proposes an increase of $220.2 million, or 36 percent increase in base delivery revenues. 25-E-0379

ID PUC Idaho Power All-Source RFP

The Idaho Public Utilities Commission is due to receive reply comments on Idaho Power Company’s application for approval of its draft 2032 all-source request for proposals for peak capacity and energy resources. The draft is resource-agnostic and solicits bids from all feasible resource types with sufficient lead time to meet the desired commercial operation date. The RFP is intended to solicit resources totaling an incremental perfect capacity need of at least 200 megawatts in 2031 and 2032. IPC-E-26-03

UT PSC Large Load Electric Service

The Utah Public Service Commission will hold a virtual scheduling conference to discuss its rule on large-scale electric service requirements and an investigation into Rocky Mountain Power’s line extension policy for large loads. The rule follows Senate Bill 132, enacted last year, establishing requirements for providing service to large-scale electric loads. The commission is considering potential amendments after receiving additional stakeholder comments and has consolidated this rulemaking with an investigatory docket initiated in 2024 regarding the utility’s line extension policy for large loads, finding that the issues involved are closely related and that consolidating the proceedings will best serve the interests of parties and stakeholders.

MO PSC Integrated Resource Planning Rules

The Missouri Public Service Commission will hold a workshop to discuss the development of new integrated resource plan rules for electric corporations. The move follows legislation enacted in April 2025, which requires the commission to initiate IRP proceedings for electric utilities and to establish a schedule for utilities to file IRPs every four years. Each IRP must include alternative resource plans covering at least a 16-year planning horizon and projections of load obligations and how utilities will reliably meet those obligations. READ MORE

CA EC Fusion Energy Research and Development

The California Energy Commission is due to receive comments regarding the implementation of its new Fusion Research and Development Innovation Initiative, created under a 2025 law, to accelerate the development and growth of fusion energy. The commission recently held a remote-access staff workshop, which included a discussion on fusion energy research needs and barriers and opportunities that could be supported by grant funding under the initiative. The workshop included presentations from Department of Energy-funded research labs, academics, and industry, followed by roundtables on the current state of fusion energy technologies and the role of the new initiative in delivering the world’s first fusion energy pilot plant by the 2040s. 26-ERDD-01
