FERC 308 MW Lewis Ridge Pumped Storage Project

The Federal Energy Regulatory Commission seeks public comments on the scope of issues to be addressed in its environmental review of Lewis Ridge Pumped Storage LLC’s proposed 308-megawatt pumped storage hydro facility in Bell County, Kentucky. The proposed project boundary would enclose about 148 acres of privately owned land, previously used for surface and underground coal mining. The project would also include a 2.5-mile, 161-kilovolt overhead transmission line and switching stations connecting to the grid at the existing Pineville-Harlan transmission line. Under normal operating conditions, the project would have the capacity to produce about 717,000 megawatt-hours of peak energy annually.

NRC Duke Energy Nuclear Reactor Site Permit

The Nuclear Regulatory Commission seeks input on the scope of issues to be addressed in its environmental assessment of Duke Energy Carolinas LLC’s application for an early site permit for the Belews Creek site in North Carolina. The company seeks approval for the future construction of multiple nuclear reactors. The company has not selected a reactor technology to be built at the site and has used a plant parameter envelope approach, which allows developers to evaluate safety and environmental issues related to siting before a final reactor design is selected.

BLM Arizona Oil and Gas Lease Sale

The Bureau of Land Management seeks public input on plans to include 40 oil and gas parcels totaling 78,708 acres that may be included in a December 2026 lease sale in Arizona. This will be the first lease sale in the state since 2018. The bureau reviews drilling permit applications, conducts an environmental analysis, and coordinates with state partners and stakeholders. Parcels offered in a federal oil and gas lease sale include appropriate stipulations to protect important natural resources.

IL CC Nuclear Energy Development

The Illinois Commerce Commission seeks reply comments regarding the potential development, expansion, and uprates of nuclear generation facilities in the state. The commission issued a notice of inquiry in response to an executive order issued in February emphasizing the role of nuclear energy in providing reliable, carbon-free electricity to meet rising energy demand and foster economic development. The commission has requested information from potential developers and other stakeholders on new builds, expansions, or uprate projects, including details on technology type, siting, grid interconnection, workforce needs, and waste management. 26-NOI-01

NY PSC 160 MW Yellow Barn Solar Project

The New York Public Service Commission will hold a virtual public hearing to discuss Yellow Barn Solar LLC’s proposal to construct a photovoltaic solar energy generating facility with a capacity of up to 160 megawatts in Tompkins County. The project would span approximately 850 acres and connect to National Grid’s transmission line between the existing Milliken and Etna substations. The company expects the project to generate enough electricity to power approximately 35,000 households each year over the next 40 years. 25-E-0462

PR EB Community Solar Regulations

The Puerto Rico Energy Bureau will hold a workshop to discuss regulations that will enable community solar deployment on the island. In April, the bureau re-initiated a proceeding to establish a framework to guide the development of regulations for community solar projects and microgrids. When the proceeding was first launched in June 2025, the focus was on creating regulations to support a pilot program funded by a grant from the U.S. Environmental Protection Agency. Since the grant has been cancelled, the bureau is recalibrating the scope of the proceeding to create a more robust record that will help chart the future of community solar. The bureau has requested information on a range of topics, including a business model for community solar, governance structure, interconnection requirements, physical configurations, and options for pricing power injected into the grid. CT DEEP Clean Air Projects

The Connecticut Department of Energy and Environmental Protection seeks proposals for a $15 million funding opportunity to support projects that reduce nitrogen oxide emissions across the state. The funding is made available from the state’s share of the settlement with Volkswagen Group of America for cheating on U.S. Environmental Protection Agency emissions tests. Connecticut has a goal of achieving a 45 percent reduction in emissions by 2030, relative to 2001 levels.

NY DEC Infrastructure Resilience Grant Programs

The New York Department of Environmental Conservation seeks applications for two grant programs aimed at advancing infrastructure resilience across the state. The Green Resiliency Grant program will make $60 million available for projects that improve water quality and mitigate the effects of extreme weather, prioritizing community resilience. The program may fund up to 90 percent of eligible project costs with grants ranging from $1 million to $10 million per project. The Green Innovation Grant program will allocate $15 million for projects that implement green practices, including green stormwater infrastructure, energy efficiency, and water efficiency. This program may fund 50 to 90 percent of eligible project costs, up to a maximum of $3 million per project.

SC PSC Energy Storage Procurement

The South Carolina Public Service Commission seeks comments on Dominion Energy South Carolina Inc.’s application for competitive procurement of battery energy storage facilities. The company is required to conduct competitive procurements of transmission-connected energy storage resources of more than 20 megawatts. The target procurement volume for stand-alone energy storage may not exceed Dominion’s proportional share of the capacity approved in the most recent resource plan, based on the portion of its peak load attributable to South Carolina customers. MT PSC Avista 2026 Wildfire Mitigation Plan

The Montana Public Service Commission will hold a public meeting to discuss Avista Corporation’s 2026 Wildfire Mitigation Plan. The plan prioritizes investments based on factors such as mitigation effectiveness, cost-benefit analysis, and wildfire risk to direct spending toward the most impactful actions, maximizing safety while optimizing the balance between cost and risk reduction. In addition to enhancing existing programs, such as vegetation management and grid hardening, the plan introduces new tools such as LiDAR, satellite imaging, and Avista’s Wildland Urban Interface map to better assess and manage risk.

CA EC EPIC 5 Investment Plan

The California Energy Commission will hold a workshop to discuss the Electric Program Investment Charge 2026–2030 Investment Plan, or EPIC 5, which identifies scientific and technological research initiatives intended to accelerate the transformation of the electricity sector and support the state’s energy and climate goals. The workshop will include a staff presentation of proposed research initiatives and topics under consideration for inclusion in the EPIC 5 investment plan and will gather input to inform its upcoming research efforts under the EPIC program.
