EIA U.S. Energy Outlook

The U.S. Energy Information Administration will issue its Short-Term Energy Outlook report, providing a forecast of energy supply, demand, and prices. Among other recent trends, states with legally binding renewable energy mandates represented 63 percent of electricity retail sales in the nation, highlighting the potential impact that more ambitious green energy goals can have on the U.S. energy mix.

U.S. Congress Diesel Emissions Reduction Act 2019 Hearing

The U.S. Senate Committee on Environment and Public Works will discuss the Diesel Emissions Reduction Act of 2019. The legislation aims to achieve reductions in harmful diesel emissions through funding under the Clean Diesel National Grants. The 2019 Request for Applications was extended to March 26.

MA DPU Net Metering, SMART Program Hearing

The Massachusetts Department of Public Utilities is scheduled to discuss revisions proposed by electric distribution companies to net metering and Solar Massachusetts Renewable Target, or SMART, programs. Unitil Corp, National Grid plc, and Eversource Energy have submitted revised model tariffs clarifying the eligibility of facilities which are paired with energy storage systems to net meter. MA DPU Grid Modernization Annual Report Conference

The Massachusetts Department of Public Utilities rescheduled a discussion on the form and content of the annual report on implementation of grid modernization plans by National Grid, Unitil and Eversource Energy. In December, the Massachusetts Department of Energy Resources released the state’s first energy plan, which recommends a policy strategy that continues to bolster renewable energy, prioritizes energy efficiency and peak demand reductions, and supports grid modernization and advanced technologies to meet the state’s energy and emission goals. 15-122

ISO NE Dominion Millstone Nuclear Deadline

Dominion Energy Inc. is due to make a decision on whether or not to retire the 2,100-megawatt Millstone nuclear plant. Despite securing the ability to compete for long-term contracts with other zero-carbon resources such as wind and solar, the biggest power plant in the region may be forced to close if it fails to negotiate power contracts with two of Connecticut’s utilities before the March 15 deadline to submit retirement decisions with the ISO New England Inc. 18-05-04

ConEdison Gas Service Crunch Deadline

Consolidated Edison Inc. is scheduled to stop enrolling new gas customers in the Westchester County region from this date, in order to maintain reliability for existing customers and offer service to critical facilities. New York regulators on Feb. 7 authorized a unit of the utility to immediately implement a portfolio of demand-side solutions at a cost capped at $223 million, in a bid to ease natural gas demand in its supply-constrained areas. The Washington Utilities and Transportation Commission will discuss consumer protection and meter-related rules to accommodate the deployment of smart meter technology by regulated utilities. UT PSC PacifiCorp IRP Deadline

The Utah Public Service Commission is due to receive reply comments on PacifiCorp’s request to extend the filing deadline of its 2019 IRP from April 1 to August 1, 2019. The company said it needs more time to complete its economic analysis of coal units that will inform the subsequent portfolio-development phase of the resource plan, including an evaluation of regional haze compliance alternatives. 19-035-02

CAISO Reliability Coordinator Inaugural Meeting

RC West, the California Independent System Operator Corporation’s new reliability coordinator service, will hold its first meeting. Last January, the ISO said it will leave the current coordinator Peak Reliability to become its own reliability coordinator and offer these services to other balancing authorities in the Western U.S., Canada, and Mexico. The move came in response to Peak’s partnership with PJM Interconnection LLC to expand services to the west. READ MORE

IEA International Oil Market Report

The International Energy Agency will release its closely watched report on U.S. and foreign oil markets, covering supply, demand and prices. The U.S. Bureau of Land Management state offices generated more than $1.1 billion of revenue from oil and gas lease sales during 2018, nearly thrice the previous record of $408 million set a decade ago.
