FERC Rover Pipeline Compressor Decision

The Federal Energy Regulatory Commission will weigh on Energy Transfer Partners LP’s request to add 100 million cubic feet per day of capacity at the Majorsville compressor station in Marshall County, West Virginia. The facility is part of the developer’s $4.2-billion Rover shale gas line, a project which been marred by a number environmental violations. (CP15-93)

CT PURA Millstone Nuke Final Report Deadline

The Connecticut Public Utilities Regulatory Authority and the Department of Energy and Environmental Protection are due to publish their final report assessing a plan to subsidize Dominion Energy Inc.’s Millstone reactor. The Connecticut regulators initially endorsed the proposal, noting the generator’s contribtuion to the regional grid’s reliability, fuel security and ability to meet climate targets. (17-07-32)

The Vermont Public Utility Commission will review net metering programs in the state as part of its biennial update. The Oregon Public Utilities Commission will examine how energy sector trends and technologies are affecting the state’s existing rules and incentives. The agency was directed to conduct the investigation under legislation passed in August. (SB 978)

CAISO Must-Run Procurement Review

The California grid operator will consider updates to its reliability must-run and capacity procurement program. The operator relies on contracts under the program to secure supplies from generators to ensure sufficient generation is available to meet system demand. The grid operator is considering changes to the rules as flagging power prices drives up retirements and leaves the system more vulnerable to supply shortages.

CA PUC Review of Fire Threat to Grid

The California Public Utilities Commission will examine the state’s fire threat and measures to mitigate the hazards posed to the electric grid, including federal standards and best practices. Every year the state is hit with over 5,400 wildland fires, burning an average of more than 156,000 acres, with some of the blazes caused by utility infrastructure.
