NRC Point Beach Nuclear Plant License Renewal

The Nuclear Regulatory Commission will hold a webinar on a revised draft supplemental environmental impact statement concerning the license renewal of two units at the Point Beach Nuclear Plant in Wisconsin. The revised draft evaluates new information obtained since the original was issued in 2021, including the agency’s updated generic environmental review for license renewals and additional information from NextEra Energy Point Beach, the plant’s owner. Unit 1 is currently licensed to operate through Oct. 5, 2030, and Unit 2 through March 8, 2033. The renewal would allow the plant to operate for an additional 20 years.

BLM Oil and Gas Leasing

The Bureau of Land Management seeks public input on 37 oil and gas parcels totaling about 45,178 acres that it plans to include in the September 2025 lease sale in Wyoming. The bureau completed scoping for these parcels in March and is now inviting comment on the parcels, potential deferrals, and the associated environmental analysis. Public input will help inform BLM’s review of each parcel.

NY PSC Corning Natural Gas Rate Case

The New York Public Service Commission will hold a hearing on a joint proposal regarding Corning Natural Gas Corporation’s request for adjustments of retail rates and charges applicable to its natural gas service. The term of the proposal is four years, commencing July 1, 2025. The revenue requirement increase would be levelized over that period, with increases of $2.28 million, $2.44 million, $2.61 million, and $2.80 million in the first, second, third, and fourth years, respectively. The proposal includes a return on equity of 9.50 percent. 24-G-0447

FL PSC 2025 Hurricane Season Preparation

The Florida Public Utilities Commission will hold a workshop on hurricane preparedness. The workshop will provide a forum for the state’s electric utilities and communication service providers to brief the commission on their preparations for the 2025 hurricane season.

NC UC Duke Energy’s Large Load Economic Development Report

The North Carolina Utilities Commission is set to receive Duke Energy’s initial semiannual reports addressing changes to proposed large load additions in advanced stages of development. A November 2024 order directed Duke Energy Progress LLC and Duke Energy Carolinas LLC to monitor ongoing economic development and track the pipeline of large load additions of 20 megawatts or more, including wholesale load, within their service territories. Preliminary updates shared with the commission’s public staff include revised status information for 35 projects identified in the supplemental planning analysis of the 2023-2024 Carbon Plan and Integrated Resource Plan, as well as updates on newly identified projects in advanced stages. NY DEC Greenhouse Gas Reporting Program

The New York State Department of Environmental Conservation will hold virtual webinars to discuss a proposal for a Mandatory Greenhouse Gas Reporting program. The department has issued draft regulations that would require reporting from certain significant emissions sources to help better inform the state’s efforts to reduce pollution, deliver clean air, enhance community resilience, and facilitate an equitable clean energy transition. The proposed program is for data collection and does not impose requirements for facilities to reduce greenhouse gas pollution or to obtain emission allowances.

ME PUC Performance-Based Regulation

The Maine Public Utilities Commission will hold a workshop to discuss a draft report on the applicability of performance-based regulation, or PBR, for the state’s electric utilities. The study addresses multi-year rate plans, including indexed revenue formulas and performance incentive mechanisms. The workshop will provide an opportunity for stakeholder input on the goals of PBR set forth in the draft report, as well as on specific PBR structures suitable for Maine. CA EC Clean Transportation Program Investment Plan

The California Energy Commission seeks comments on guiding principles for a draft 2025-2026 investment plan update for the Clean Transportation Program. At a recent meeting, commission staff discussed the program’s background and proposed guiding principles. A 2007 law established the program and authorized the commission to develop and deploy zero-emission and other advanced fuels and transportation technologies to help attain the state’s climate policies. The program has a base annual budget of about $100 million to support projects including electric vehicle charging and hydrogen refueling infrastructure and workforce training programs. 25-ALT-01

CA EC 2025 Summer Energy Reliability Outlook

The California Energy Commission is seeking comments on summer energy reliability for electricity, fossil gas, and petroleum. The commission recently held a workshop to provide an outlook for the 2025 summer season, including anticipated weather conditions and reliability assessments for the three energy sources. California is undergoing a significant shift in energy sector conditions even as it transitions to a cleaner energy future to reduce emissions. From 2020 to 2024, the state’s electric grid faced unprecedented challenges driven by extreme weather events and global economic pressures. Heat waves in 2020 and 2022 pushed electricity demand to record levels while global supply chain disruptions added to the challenges. The workshop examined new clean energy resources expected to come online, as well as emerging trends that may impact their timely deployment. 21-ESR-01
