EPA Residential Solar Grant Program

The U.S. Environmental Protection Agency is due to receive notices of intent from municipalities, eligible nonprofit recipients, and territories specifically the Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands, to apply for the $7 billion Solar for All program, a grant competition aimed to expand the number of low-income and disadvantaged communities that are primed for residential and community solar investment. The program is a part of the Greenhouse Gas Reduction Fund created by the 2022 Inflation Reduction Act. The grant will support existing low-income solar programs, as well as develop and implement new programs nationwide. The agency will award up to 60 grants to states, territories, tribal governments, municipalities, and nonprofits to create and expand solar programs that provide financing and technical assistance.

DOE Advanced Battery Recycling Grant

The U.S. Energy Department is due to receive concept papers in response to its $125 million funding opportunity announcement aimed at advancing battery recycling for consumer products. The initiative aims to enhance battery recycling by funding education campaigns, improving the economics of recycling to spur market demand, supporting collection, recycling, and reprocessing programs of state and local governments, and supporting retailers in battery collection and transportation. The opportunity is part of a $192 million package authorized by the 2021 Infrastructure Investment and Jobs Act. READ MORE

BLM 300 MW Chuparosa Solar Project

The Bureau of Land Management is due to receive comments on a right-of-way application from Chuparosa Solar LLC, a wholly owned subsidiary of Primergy Solar LLC, to construct and operate an alternating current solar power project in Navajo county, Arizona. The 300-megawatt alternating current solar power project would be located on 6,626 acres of BLM-managed lands and 30 acres of private lands.

NY PSC Consumer Protection Rules

The New York Public Service Commission is due to receive comments on draft regulations regarding prohibition of energy service companies and utilities subject to commission jurisdiction from engaging in detrimental conduct towards a residential customer. The rules aim to prevent any conduct, which would result in harassing, oppressing, or abusing any residential customer in connection with the handling of a complaint, the offering of a deferred payment agreement, or the collection of an unpaid bill. NYSERDA EV Grid Integration

The New York State Energy Research and Development Authority will hold a webinar to discuss a $12 million funding opportunity to support the development and demonstration of innovative, replicable solutions that advance EV adoption and integration with the electric grid. The initiative seeks innovative demonstrations of medium- and heavy-duty electric and hydrogen fuel cell technologies. The competitive grant aims to advance EV charging infrastructure and reduce grid integration costs, improve the economics of EV ownership for consumers, and demonstrate medium- and heavy-duty vehicle electrification through fuel-cell EVs or standard battery operated vehicles. The opportunity will award up to $3 million for product development and demonstrations of technologies and business models that help reduce energy demand peaks and provide grid benefits that lower the overall cost of necessary electric grid infrastructure upgrades.

NY PSC Zero-Emission Energy Systems Definition

The New York Public Service Commission is due to receive comments on how the term “zero emissions” should be defined as it seeks to identify technologies that can close the gap between the capabilities of existing renewable energy technologies and future system reliability needs, and broadly identify the actions needed to pursue the goal of attaining zero emissions by 2040. The commission has seeks responses to a series of questions on the types of resources that should be construed as zero emission, such as advanced nuclear, long-duration storage, green hydrogen, renewable natural gas, carbon capture and sequestration, virtual power plants, distributed energy resources, or demand response resources. MD PSC Potomac Edison Rate Case

The Maryland Public Service Commission is due to receive reply briefs regarding Potomac Edison Company’s application for adjustments of distribution rates and charges applicable to electric services. The FirstEnergy subsidiary is seeking an increase in distribution revenue of $48.5 million and a return on equity of 10.6 percent, which would increase an average residential customer’s monthly bill by 9.7 percent.

CA EC Distributed Electricity Backup Assets Program

The California Energy Commission will hold a workshop to discuss guidelines for its Distributed Electricity Backup Assets, or DEBA, program. The initiative, established by 2022 legislation, incentivizes the construction of cleaner and more efficient distributed energy assets that serve as on-call emergency supply or load reduction for the state’s electric grid during extreme events. The workshop will provide an overview of proposed guidelines to the DEBA program, which establish the general rules such as eligibility requirements, evaluation criteria, incentive funding mechanisms, and the payment process. 22-RENEW-01

CARB Quarterly Carbon Auction

The California Air Resources Board and Québec’s Ministry of the Environment and the Fight against Climate Change will hold their 36th joint quarterly carbon auction, which will offer allowances for current and future years. The current auction will offer 2023 vintage allowances totaling nearly 55.8 million, and the advance auction will offer 2026 future allowances totaling about 7.6 million. The previous auction held in May sold all nearly 56.1 million current allowances at a price of $30.33 per allowance and 7.6 million future allowances at $30.05 per allowance. California’s cap-and trade program places an economy-wide cap on major emitting sources.

WY PSC EV Charging Infrastructure

The Wyoming Public Service Commission will conduct a public hearing on transportation electrification including whether the commission should take measures to establish rates that promote affordable and equitable EV charging options for residential, commercial, and public charging infrastructure. Discussions around rate structures will also consider the ability to improve light-, medium-, and heavy-duty EV customer experience by lowering charging durations, accelerating third-party investment in charging, and facilitating appropriate recovery of the marginal cost of delivering power to vehicles and charging infrastructure.
