BLM Western Solar Plan Update

The Bureau of Land Management will hold a virtual meeting to discuss a draft analysis of an update to its 2012 Western Solar Plan, which guides responsible solar energy development on public lands. The program currently includes six states – Arizona, California, Colorado, Nevada, New Mexico and Utah – with high solar potential and low resource conflicts to ensure responsible solar deployment and provide certainty to developers. The updated roadmap refines the analysis of the six states and adds five new states: Idaho, Montana, Oregon, Washington and Wyoming. The move follows a notice of intent issued in December 2022 to develop a programmatic environmental impact statement for the agency’s utility-scale solar energy planning.

BOEM New York Bight Wind Lease Area Review

The Bureau of Ocean Energy Management will hold a meeting to discuss a draft environmental review of six wind lease areas offshore New York and New Jersey, in the area called New York Bight. The agency estimates that full development of leases in this area, totaling more than 488,000 acres, has the potential to produce 5.6 to 7 gigawatts of offshore wind energy. This marks the first regional analysis of offshore renewable energy development in multiple lease areas. Further environmental analyses specific to each proposed project will build off this programmatic review after the agency receives individual project plans. An auction held in 2022 for rights to the six areas resulted in over $4.3 billion in lease sale revenue. Additional meetings will be held on Feb. 7, 8, and 13. Comments are due by Feb. 26.

BOEM California Offshore Wind Lease Area Review

The Bureau of Ocean Energy Management seeks comments to prepare a regional environmental review of potential development activities on five offshore wind lease areas off California’s central and north coasts. The programmatic environmental impact statement will describe the potential impacts of wind energy development activities in the areas, as well as changes that could result from adopting programmatic mitigation measures. The agency will conduct subsequent site-specific analyses and consultations required under the National Environmental Policy Act for individual proposed projects as construction and operations plans for those projects are received. BLM 200 MW Dodge Flat II Solar Project

The Bureau of Land Management will hold a scoping public meeting to discuss the preparation of a draft environmental impact statement for NextEra Energy Resources LLC’s proposal to construct a 200-megawatt solar power and battery storage project in Washoe County, Nevada. The proposed Dodge Flat II Solar Project would be located on about 700 acres of public land and 1,041 acres of private land. Comments are due by Feb. 23.

BLM Oil and Gas Lease Sale

The Bureau of Land Management is due to receive public input on 20 oil and gas parcels totaling about 11,250 acres that may be included in a lease sale in Wyoming. The sale will include updated fiscal provisions authorized by the 2022 Inflation Reduction Act, including a royalty rate of 16.67 percent.

DOE Building Energy Efficiency Grant

The U.S. Energy Department is due to receive concept papers from states, territories and units of local government for a $530 million competitive grant to adopt and implement the latest building codes. The initiative is funded by the 2022 Inflation Reduction Act, which provides over $1 billion for state and local action to modernize the nation’s building stock. The funding opportunity will also contribute to supporting inclusive programs in line with President Biden’s Justice40 Initiative, while ensuring that nonprofits, industry leaders, and states are well-prepared to execute energy efficiency projects to decarbonize buildings and foster inclusive workforce training initiatives. CT PURA Performance-Based Reglation

The Connecticut Public Utilities Regulatory Authority will hold a technical meeting on establishing integrated distribution system planning, or IDSP, within a performance-based regulation, or PBR, framework. In April 2023, the agency issued a final decision in the first phase of its investigation into PBR, adopting the regulatory goals, foundational considerations, and priority outcomes to guide its development and adoption of a PBR framework. The decision also includes the implementation of specific regulatory reforms through the second phase, which comprises a series of reopener proceedings to explore the regulatory mechanisms and PBR elements namely, revenue adjustment mechanisms, performance mechanisms, and integrated distribution system planning. The meeting is part of a reopener proceeding to investigate the establishment of IDSP to anticipate and accommodate the proliferation of distributed energy resources and grid-edge technologies on the distribution system. 21-05-15RE03

NY PSC Winter Energy Assistance Fair

The New York State Department of Public Service will hold a winter energy assistance fair as part of a series of events on winter preparedness. The event will help the public learn about steps to take to prepare for the winter and ways to reduce energy costs. These fairs, hosted by various state agencies, are designed to help community members learn about energy affordability programs, financial assistance programs, weatherization programs, and energy efficiency, among others. Experts in energy, housing, aging, and more will be on-hand to assist community members in learning about and applying for programs.

NYSERDA Clean Green Schools Initiative

The New York State Energy Research and Development Authority will hold a webinar to discuss the Clean Green Schools Initiative funded by the 2022 Clean Air, Clean Water and Green Jobs Environmental Bond Act to support construction projects that reduce greenhouse gas emissions, decarbonize school buildings, and help public schools improve environmental sustainability. The agency announced the availability of $100 million in funding for public schools through this initiative as part of $400 million set aside for green building projects. The program supports the Climate Leadership and Community Protection Act requirements to achieve 85 percent emissions reductions by 2050.

CA EC Demand Side Grid Support Program

The California Energy Commission is due to receive comments on guidelines for its Demand Side Grid Support, or DSGS, program. The initiative, established by 2022 legislation, compensates eligible and enrolled participants for upfront capacity commitments and per-unit reduction in net energy load during extreme events achieved through reduced usage, use of backup generation, or both. The commission recently held a workshop where staff presented a summary of lessons learned from the implementation of the DSGS program last summer, in order to receive input on potential modifications to the program guidelines.

WA ECY Carbon Auction Application Window

The Washington Department of Ecology is due to receive applications for participation in its fifth greenhouse gas allowance auction, which will offer allowances for the current year. The auction will offer 2024 vintage allowances totaling about 7.4 million. No future vintage allowances will be offered. The auction is scheduled for March 6.
