The Maryland Public Service Commission will discuss the energy storage project proposals filed by the Potomac Edison Company, Baltimore Gas and Electric Company, Potomac Electric Power Company, and Delmarva Power & Light Company in accordance with a 2019 law. The New York Public Service Commission will discuss the regulatory structure proposed in a recent whitepaper to achieve the state’s goal of sourcing 70 percent of its electricity from renewable energy by 2030 under the 2019 Climate Leadership and Community Protection Act. Achieving the goal is foundational to set the state on a path to carbon free power by 2040. The New Jersey Board of Public Utilities will discuss requests filed by Jersey Central Power & Light Company and Atlantic City Electric Company to establish charges for the recovery of costs and expenses incurred to comply with the solar transition incentive program approved last year to facilitate the progress toward a successor program. Based on the board’s estimates, Jersey Central proposed an initial charge with a projected revenue requirement of about $11.6 million for its share of the costs from June 1, 2020 through Sept. 30, 2021. Atlantic City Electric proposed a $4.5 million requirement for the period July 1, 2020 through Aug. 31, 2021. The board ordered the closure of the Solar Renewable Energy Certificate program effective April 30, declaring that the state has attained the milestone set by the 2018 Clean Energy Act to phase out the initiative. The Washington Utilities and Transportation Commission is due to receive comments on utility policy and informational filings related to the COVID-19 crisis. The commission is examining the pandemic-related issues, including the use of ratepayer assistance funds to ease economic hardship created by the crisis. Utilities have filed updates regarding their response to the situation, such as the types of additional expenditures incurred, resource and supplier availability, the total amount of past due accounts, and the estimated time period until the ratepayer assistance funds are exhausted. The commission held a meeting last month to discuss utilities’ measures and transition plans related to the disconnection moratorium currently in effect until July 28, as well as tracking of data to ensure transparency if they seek recovery of pandemic-related costs. The Colorado Public Utilities Commission will conduct a remote public comment hearing on Xcel Energy Inc.’s proposal to increase natural gas base rates. The company’s initial filing, proposed in January, sought an additional $126.7 million annually to recover costs incurred to improve its distribution system. Subsequently, on July 2, the company notified the commission that it has reached a settlement, which will be filed by July 10. The Idaho Public Utilities Commission is due to receive comments on an application by Rocky Mountain Power, a unit of PacifiCorp, to close the net metering program, which compensates rooftop solar customers at the retail rate of 12.5 cents per kilowatt-hour for excess generation sent to the grid. The company seeks to implement a new net billing service that would provide compensation based on an export credit rate of 2.24 cents per kilowatt-hour.
