U.S. Congress FERC Commissioner Nomination Hearing

The U.S. Senate Committee on Energy and Natural Resources will consider various nominations including Bernard McNamee to be a member of the Federal Energy Regulatory Commission. President Donald Trump nominated the current director of the US Energy Department’s Policy Office as the successor to Robert Powelson, who resigned in mid-August. McNamee was instrumental in designing Energy Secretary Rick Perry’s controversial plan to prop up the country’s coal and nuclear plants and if sworn in, McNamee would restore the Republican majority among FERC Commissioners.

FERC Winter 2018-2019 Power Market Meeting

The Federal Energy Regulatory Commission will hear from Regional Transmission Organizations and Independent System Operators on their efforts to ensure reliability and performance during the 2018-2019 winter season, spanning from December through February. Similar to other technical meetings in past years, the federal regulator expects to discuss key winter preparedness challenges and the operator’s system enhancements and market changes to address them. The Electric Reliability Council of Texas Inc. recently reported that preliminary projections show sufficient supplies to meet peak consumption of nearly 62,000 megawatts in the winter period. FERC Monthly Commission Meeting

The Federal Energy Regulatory Commission will discuss a report submitted by the North American Electric Reliability Corporation on cybersecurity supply chain risks. The report has identified 10 emerging practices that could reduce the system’s vulnerability. FERC asked the organization in July to make revisions to its reliability standards to include compulsory reporting of cybersecurity incidents that compromise, or try to compromise, a responsible entity’s electronic access control and monitoring systems. The revisions would enhance awareness of existing and future threats, and help with the identification of potential vulnerabilities.

SC PSC SCANA - Dominion Merger Hearing

The South Carolina Public Service Commission will discuss Dominion Energy Inc.’s $14.6-billion acquisition of SCANA Corporation, including the process of integrating departments, timelines for combining services and construction progress reports. The companies announced the merger in January after SCANA subsidiary South Carolina Electric & Gas Co. decided last July to abandon a $9-billion expansion of the V.C. Summer nuclear plant. Dominion seeks to complete the transaction by year end. (2017-370-E)

ID PUC Avista - Hydro One Merger Settlement Conference

The Idaho Public Utilities Commission will discuss the proposed acquisition of Avista Corp. by Hydro One Limited, a Canadian transmission and distribution service provider. Under the $5.3-billion, all-cash merger announced in July 2017, the combined companies will create one of North America’s largest regulated utilities with over $25 billion in total assets, serving more than two million retail and industrial customers in Ontario, Washington, Oregon, Idaho, Montana and Alaska. The companies will revise a settlement reached in April that would protect Avista’s Idaho customers from costs associated with the merger transaction and shield Avista from the potential financial issues of Hydro One. CA PUC Smart Grid Meeting

The California Public Utilities Commission, the National Association of Regulatory Utility Commissioners and the National Institute of Standards and Technology will discuss revisions and updates to the Smart Grid Interoperability Framework. Participants will discuss smart grid scenarios focused on growing utilization of distributed energy resources in western markets and the challenges it presents for grid operations in that region.

IN URC CenterPoint - Vectren Merger Hearing

The Indiana Utility Regulatory Commission will examine voluntarily-filed information on CenterPoint Energy Inc.’s move to acquire Vectren Corporation. Indiana-based Vectren’s subsidiaries provide electricity and gas services across Indiana and Ohio. The combined company is expected to have electric and natural gas delivery operations in eight states with assets totaling $29 billion and an enterprise value of $27 billion, according to the applicants. Texas-based CenterPoint serves customers in Arkansas, Louisiana, Minnesota, Mississippi, Oklahoma, and Texas. The companies have filed informational proceedings with Indiana and Ohio although the states do not have approval authority over the merger. The transaction is expected to close in the first quarter of 2019. (45109)
