BLM Ormat Nevada Geothermal Exploration Project

The Bureau of Land Management is due to receive public input to prepare an environmental assessment for Ormat Nevada Inc.’s proposed geothermal exploration project in Washoe County, Nevada. The agency is analyzing the impacts of up to 21 exploration wells, with each well pad spanning about 2.1 acres for a total proposed surface disturbance of up to 53.8 acres. Geothermal was the first renewable resource approved for production on public lands, with the first project approved in 1978. The project supports President Biden’s goal of attaining a carbon-free power sector by 2035, with at least 25 gigawatts of solar, wind and geothermal production on public lands by 2025.

EIA U.S. Energy Outlook

The U.S. Energy Information Administration will issue its Short-Term Energy Outlook report, providing a forecast of energy supply, demand, and prices. The share of electricity generation from natural gas is expected to average at 35 percent in 2022, down from 39 percent in 2020, according to the agency’s last short-term outlook. The agency forecasts natural prices for electricity generators to average $4.99 per million British thermal units in 2021, up from $2.40 in 2020. As a result, the agency projects a continuous decline in natural gas share as a generation fuel and an increase in coal’s share from 20 percent in 2020 to 23 percent in 2021.

BOEM Morro Bay Offshore Wind Area

The Bureau of Ocean Energy Management is due to receive public comments for preparing an environmental assessment for wind energy development in the Morro Bay Wind Energy Area, offshore Central California. The area contains about 376 square miles that could support 3 gigawatts of offshore wind energy. Wind development in the area would contribute to both California’s goal of 100 percent carbon-free energy by 2045 and the Biden administration’s goal of developing 30 gigawatts of offshore wind energy by 2030.

FERC Transmission Incentive Policy

The Federal Energy Regulatory Commission is due to receive comments addressing the issues raised during a workshop held in September concerning the agency’s transmission incentive policy. The discussion centered on performance-based incentives to revise existing regulations in light of changes in transmission development and planning over the last few years. MD PSC Delmarva Rate Case Hearing

The Maryland Public Service Commission will consider Delmarva Power & Light Company’s application for adjustments of distribution rates and charges applicable to electric services. The Exelon subsidiary is seeking an increase in distribution revenue of approximately $27 million and a return on equity of 10.10 percent, which would increase a residential customer’s monthly bill by $7.05, or by 4.6 percent, for customers consuming an average of 998 kilowatt-hour. 9670

NH PUC Eversource Energy RPS Cost Recovery

The New Hampshire Public Utilities Commission will consider Eversource Energy’s recovery of about $1.6 million in costs relating to renewable energy certificates. Issues relating to Eversource’s 2020 renewable energy costs were raised after its first default energy service rate filing. In December, the commission approved adjustments to Eversource’s energy service rates for the six-month period beginning on Feb. 1, 2022. The commission estimates that the rates authorized for small and large customer classes will result in about $13.7 million in revenue for RPS compliance and $1.1 million in revenue for the company’s administrative and general expenses. MI PSC Upper Michigan Integrated Resource Plan Hearing

The Michigan Public Service Commission will discuss Upper Michigan Energy Resources Corp’s integrated resource plan, which identifies the most reasonable and prudent means of meeting the utility’s energy and capacity needs over a 20-year planning horizon. The company’s preferred course of action reflects the commission’s 2017 approval of two reciprocating internal combustion engine generation facilities and the subsequent build and operation of a fleet of 10 such units with a total capacity of 183 megawatts, which covers not only the needs of its customers but also a firm load obligation of approximately 81.1 megawatts. The plan also includes the continuation of the company’s energy waste reduction and demand reduction programs, and the addition of 100 megawatts of solar generation. U-21081

WA UTC Avista’s All-Source Request for Proposals

The Washington Utilities and Transportation Commission is expected to consider Avista Utilities’ draft all-source request for proposals to meet the capacity and energy shortfalls for the period between 2025 and 2030. The RFP follows the company’s 2021 integrated resource plan, which identified a need of about 50 average megawatts of qualifying clean energy beginning in 2025 and increasing to 100 average megawatts by 2028. In addition to renewable energy needs, Avista seeks approximately 275 megawatts of winter capacity and 160 megawatts of summer capacity by 2030 to maintain reliability. UE-210832

CA PUC Natural Gas Pipelines Safety Recommendations

The California Public Utilities Commission will discuss safety recommendations by the National Transportation Safety Board for utility-owned natural gas pipeline projects, facilities, structures, and infrastructure. The board recommends removal of exemptions to professional engineer approval and stamping for infrastructure projects following an investigation into the 2018 Merrimack Valley gas pipeline explosions incident.

MN PUC National Grid 414 MW Wind Project

The Minnesota Public Utilities Commission will consider Plum Creek Wind Farm LLC’s request for clarification regarding the site permit issued in September to build a 414 megawatt wind project in Cottonwood, Murray, and Redwood counties, and an associated 345 kilovolt transmission line to connect the facility to the grid. The company subsequently proposed revisions to more closely align with the commission’s order and asked the commission to clarify the requirement related to reducing shadow flicker exposure for occupied residences. Plum Creek, an affiliate of National Grid Renewables, formerly known as Geronimo Energy LLC, anticipates that the project will be in-service in late 2022. WS-18-700
