The Connecticut Public Utilities Regulatory Authority will hold a technical meeting to gather information for establishing a competitive process to compare non-wires alternatives with traditional distribution system upgrades. The agency is requesting presentations from policymakers, regulators, technology providers, electric distribution companies, and industry experts on non-wire alternative processes. The move aims to encourage the adoption of least-cost solutions and meet the objectives of the framework for an Equitable Modern Grid. The New Jersey Board of Public Utilities will discuss a draft guidance document for its second offshore wind solicitation for 1.2 to 2.4 gigawatts of capacity. The document includes information on the timeline and mechanism of the solicitation, the application requirement, and the criteria for evaluating applications. The first round resulted in the selection of Denmark-based Orsted A/S to develop a 1.1-gigawatt wind project, known as Ocean Wind, off the coast of Atlantic City. The New York Public Service Commission will consider a rate case settlement filed by New York State Electric & Gas Corporation and Rochester Gas and Electric Corporation, subsidiaries of Avangrid Inc., for three years starting from May 1, 2020. Under the settlement, electric revenue increases for NYSEG and RG&E would be $219 million and $74 million, respectively, for the three-year period. The companies also proposed to decrease their natural gas revenues in the first rate year, and subsequently increase in the following two years.

The California Energy Commission will discuss plug-in electric vehicle charging infrastructure as part of its 2020 integrated energy policy report update. The workshop will examine ways to improve planning and modelling efforts together with community engagement to ensure equitable access. There will be a series of presentations on the role of technology trends in accelerating EV adoption and modelling of charging requirements across the state for various vehicle types and trip durations.

The Hawaii Public Utilities Commission will hold a working group meeting regarding advanced rate design. The commission is evaluating its distributed generation proceeding in three tracks namely, DER program, advanced rate design, and technical issues. The meeting is the first to be held under the Advanced Rate Design track following a three-phase process established in April. The discussion aims to develop an understanding of the early steps of the rate design process, and identify specific data needs to facilitate timely action by all parties to aid in developing a proposal. 2019-0323

The Minnesota Public Utilities Commission is due to receive reply comments on Walleye Wind LLC’s proposed 111-megawatt wind generation project in Rock County. The developer, a subsidiary of NextEra Energy Resources LLC, has entered into a power purchase agreement with Minnesota Municipal Power Agency for the full output of the project for a 30-year term.
