BOEM Vineyard Offshore Wind Deadline

The Bureau of Ocean Energy Management will receive comments on the 1.6-gigawatt Vineyard Wind project, in what would be the first large-scale offshore wind farm in the U.S. The project, which would be located in the waters south of Martha’s Vineyard, Massachusetts, is co-owned by Copenhagen Infrastructure Partners and Avangrid Renewables, a unit of Iberdrola SA. The project is scheduled to start construction in 2019, according to the company website. (BOEM-2018-0015)

D.C. Circuit Ameren Services v. FERC

A federal appeals court will review a series of orders by the Federal Energy Regulatory Commission enabling incoming generators within the Midcontinent Independent System Operator Inc.’s region to elect to self-fund new interconnection infrastructure, or to seek financing from third parties, regardless of whether the current grid owners wish to finance the grid construction themselves. FERC Hearing on Williams' $1B Northeast Pipeline

The Federal Energy Regulatory Commission will hold a public meeting to solicit input as part of its review of Williams Partners LP’s $1 billion Northeast Supply Enhancement Project, which is designed to add about 400,000 dekatherms per day of pipeline capacity to serve customers in New York City. Williams seeks to place the project into service in time for the 2019-2020 winter heating season. (CP17-101)

ISO NE Distributed Generation, Efficiency Forecast

ISO New England Inc. will publish final projections on future supplies of solar generating capacity and energy efficiency resources in the six-state region. The forecasts come as the grid operator has unveiled sweeping reforms to its annual capacity auction to account for growing supplies of renewable energy.

CT DEEP Start of Nuclear Capacity Procurement

The Connecticut Department of Energy and Environmental Protection’s deadline to begin the process for procuring generating capacity from Dominion Energy Inc.’s approximately 2,100-megawatt Millstone nuclear power plant in Waterford. The DEEP and the Connecticut Public Utilities Regulatory Authority concluded in February 2018 that the state should enter into contracts to purchase power from the Millstone plant because the generator is critical for the region’s fuel security and carbon emission reduction goals. Bids for the request for proposal are due September. (17-07-32)

IL CC Distributed Generation Rebate Hearing

The Illinois Commerce Commission will consider an application from Commonwealth Edison Co. to establish a $250-kilowatt rebate for business customers and community distributed generation projects. The proposal stems from the Future Energy Jobs Act, which expands options for business customers to develop solar projects. ComEd is a subsidiary of Exelon Corp. (18-0753)

GA PSC Vogtle Construction Review

The Georgia Public Service Commission will review Georgia Power Company’s latest construction monitoring report for the expansion of the Vogtle nuclear power plant in eastern part of the state. The Vogtle project has been mired in delays and has incurred billions in cost-overruns, leading to the bankruptcy in March of the developer, Westinghouse Inc., a unit of Toshiba Corp. Georgia Power is a subsidiary of Southern Co. (29849)

NJ BPU Storm Power Outages Hearing

The New Jersey Board of Public Utilities will conclude its review of utilities’ response to winter storms Quinn and Riley, which left thousands of residents without power for extended periods. The board will determine whether utilities followed protocols put into place after devastating storms struck New Jersey in 2011 and 2012.

WA UTC Avista-Hydro One Merger Hearing

The Washington Utilities and Transportation Commission will take comments on the $5.3-billion merger between utility Avista Corporation and Hydro One Limited, a Canadian transmission and distribution service provider. The deal, which was approved by the Federal Energy Regulatory Commission on January 16, requires authorizations from state regulators within Avista’s territory of Washington, Idaho, Oregon and Montana. The Idaho Public Utilities Commission will discuss Rocky Mountain Power Inc.’s $2 billion proposal to add about 1 gigawatt of wind energy, upgrade its transmission system and replace over 3.5 gigawatts of coal-fired generation. Rocky Mountain Power is a subsidiary of PacifiCorp. (PAC-E-17-07)
