FERC Resource Adequacy Technical Conference
The Federal Energy Regulatory Commission will discuss resource adequacy in the evolving power sector with a focus on the interaction between state policies and ISO New England Inc.’s electricity markets as many New England states have established long-term policy goals to reduce emissions and increase clean energy generation. A staff-led panel will examine the need for reforms to ISO-NE’s capacity market, including potential changes to the Competitive Auctions with Sponsored Policy Resources, or CASPR, framework, which created a two-stage capacity auction to accommodate state-sponsored resources. Staff will explore potential new constructs being discussed as part of the “Future Grid Initiative,” which contemplates a market framework that accounts for state policies in an efficient and affordable manner.
