DOE Electricity Advisory Committee

The U.S. Energy Department will host a meeting of the Electricity Advisory Committee, which provides advice on modernizing the nation’s electricity delivery infrastructure, implementing the Energy Policy Act of 2005, and executing the Energy Independence and Security Act of 2007. Topics of discussion include energy storage, clean energy workforce development efforts, as well as a presentation and vote on gas-electric recommendations. The meeting will also discuss updates from subcommittees on energy storage, smart grid, and grid resilience for national security.

EPA Environmental Justice Council

The U.S. Environmental Protection Agency will hold a joint meeting of the White House Environmental Justice Advisory Council and the White House Environmental Justice Interagency Council, or IAC, to discuss federal agencies’ progress in advancing environmental justice. An executive order issued in April 2023 established the IAC to pursue a whole-of-government approach to advance environmental justice for all, including facilitating interagency coordination and collaboration on programs and activities related to environmental justice. The approach also calls for developing a strategy to address current and historic environmental injustice and cultivating effective strategic planning to advance environmental justice. The advisory committee is tasked with providing advice and recommendations to the IAC about broad cross-cutting issues related environmental justice and pollution reduction, energy, climate change mitigation and resiliency, and environmental health, among others.

BOEM Gulf of Maine Offshore Wind Lease Sale

The Bureau of Ocean Energy Management will hold a virtual meeting to discuss a proposal for the first wind energy auction in the Gulf of Maine. The auction would include eight lease areas offshore Maine, Massachusetts, and New Hampshire totaling approximately one million acres. These areas have the potential to generate nearly 15 gigawatts of renewable energy and power over five million homes. The bureau has announced a series of virtual meetings for various target audiences, ranging from the general public to specific ocean user and stakeholder groups. Additional meetings will be held on June 10 and 11.

NJ BPU Energy Master Plan Update

The New Jersey Board of Public Utilities will hold a virtual meeting to discuss an update to the Energy Master Plan, or EMP, the state’s blueprint to achieve 100 percent clean energy by 2050. The 2024 EMP will serve as a “whole-of-government progress report” on the goals and strategies in the initial plan issued in 2019. The plan will outline evolving state and federal support for climate action, and determine the basis for actionable strategies to lower emissions and maximize clean energy adoption across various sectors. The 2019 EMP incorporates the mandates in the Clean Energy Act of 2018, the Zero Emission Vehicle Memorandum of Understanding, and the Global Warming Response Act of 2009 to achieve 80 percent emissions reductions by 2050, relative to 2006 levels.

RGGI 64th Quarterly Carbon Auction

Member states of the Regional Greenhouse Gas Initiative, or RGGI, will hold their 64th quarterly auction of carbon allowances. The auction clearing prices will be posted on June 7. The previous auction, held in March 2024, sold all of the more than 24 million allowances that were offered at a clearing price of $16, and generated about $388 million, bringing the total proceeds to nearly $7.6 billion.

NY PSC EV Infrastructure Interconnection Working Group

The New York Public Service Commission will hold a meeting of the electric vehicle infrastructure interconnection working group to discuss Consolidated Edison Company of New York Inc.’s proposal on streamlining queue management in the EV make-ready program. The proposal aims to facilitate a supportive process for make-ready applicants from first contact with the utility to EV station energization. The discussion will compare the proposal with the current standard connection process. The working group was formed to identify, discuss, and resolve the technical barriers and challenges associated with the EV interconnection process, including queue management and EV-specific standardized interconnection requirements. 18-E-0138

ND PSC Carbon Express CO2 Pipeline Project

The North Dakota Public Service Commission will hold a public hearing regarding reconsideration of Summit Carbon Solutions’ proposed carbon dioxide pipeline in the state. The company has requested a siting permit for its proposed Carbon Express CO2 Pipeline Project, which would involve the construction of approximately 320 miles of pipeline ranging from 4.5 to 24 inches in diameter, and associated facilities. The estimated cost of the project is $898 million.

WA ECY Sixth Carbon Auction

The Washington Department of Ecology will hold its sixth greenhouse gas allowance auction, which will offer allowances for current and future years. The current auction will offer 2024 vintage allowances totaling about 7.8 million and the advance auction will offer 2027 vintage allowances totaling about 2.2 million. A summary report is expected to be released on June 12. Washington joined the Western Climate Initiative in December 2021, which provides an auction platform for linked programs in California and Québec, and a stand-alone program in Nova Scotia. The fifth auction, held in March, sold more than 7.4 million allowances at a clearing price of $25.76 per allowance.

CA EC Clean Transportation Program Investment Plan

The California Energy Commission will host a meeting of the Clean Transportation Program Advisory Committee to discuss funding allocations in a draft version of the 2024-2025 Investment Plan Update for the program. The meeting will include presentations on the implementation of the program and related zero-emission vehicle infrastructure analysis. A 2007 law established the program and authorized the commission to develop and deploy zero-emission and other advanced fuels and transportation technologies to help attain the state’s climate policies. Legislation enacted last year reauthorized the program until July 1, 2035 with some additions and revisions. The program has a base annual budget of about $100 million to support projects including electric vehicle charging and hydrogen refueling infrastructure and workforce training programs. In recent years, the commission has also received state General Funds and Greenhouse Gas Reduction Funds. 24-ALT-01
