DOE Energy Workforce Advisory Board

The U.S. Energy Department will hold a public meeting of the 21st Century Energy Workforce Advisory Board. Established under the 2021 Infrastructure Investment and Jobs Act, the board advises the Secretary of Energy in establishing a strategy to support and develop a skilled workforce to meet the changing needs of the U.S. energy system. The meeting will include a presentation on the board’s strategies and recommendations.

FERC Generator Interconnection Process

The Federal Energy Regulatory Commission will hold a workshop on innovations and efficiencies in generator interconnection. The discussion will engage multiple panels focusing on several topics including integrated transmission planning and interconnection and various approaches to processing and studying requests. Panelists will explore ideas to more efficiently and proactively plan for, and interconnect, new generation with increased cost certainty. One of the panels will explore opportunities for increased efficiency in the processing and study of interconnection requests through automation and advanced computing technologies, such as artificial intelligence, in order to shorten the timeline from interconnection request to generator interconnection agreement. BOEM Guam Intergovernmental Renewable Energy Task Force

The Bureau of Ocean Energy Management will hold the first meeting of the Guam Intergovernmental Renewable Energy Task Force to facilitate coordination among federal, territorial, and local governments on renewable energy activities off Guam’s coast. Topics of discussion include coordinating offshore wind energy development planning that aligns with Guam’s sustainability goals, identifying the most suitable areas for potential leasing, and providing education about offshore wind leasing, permitting, and statutory requirements. BOEM Gulf of Mexico Offshore Wind Lease

In response to an unsolicited lease request from Hecate Energy Gulf Wind LLC to acquire commercial wind energy lease(s) in the Gulf of Mexico, the Bureau of Ocean Energy Management is seeking information regarding whether competitive interest exists in the areas included in the request. The areas, located off the coast of southeast Texas, had been previously identified as potential wind energy areas suitable for offshore wind leasing in 2021. The request includes two areas totaling 142,352 acres. If there is interest in acquiring commercial leases, the bureau may proceed with a competitive wind auction. Otherwise, a noncompetitive lease may be issued to Hecate Energy. READ MORE

NYSERDA Fifth Offshore Wind Solicitation

The New York State Energy Research and Development Authority is due to receive proposals in response to its fifth offshore wind solicitation, building on a 10-point action plan issued last October to support the growing large-scale renewable energy industry. The solicitation includes key provisions such as inflation indexing, labor provisions, stakeholder engagement requirements, and disadvantaged community commitments. Finalization of contracts is expected to take place in the first quarter of 2025. READ MORE

NY PSC Gas Service Extension Rule Changes

The New York Public Service Commission seeks comments on a proposal that identifies changes to gas service extension rules to better align applicants’ access to service extensions with efforts to achieve emissions reduction targets. In its order adopting a gas system planning process, the commission recognized that issues raised regarding extension of gas service to new natural gas customers may require modifications to Title 16 of the New York Code of Rules and Regulations Part 230 that sets forth the rights, requirements, and responsibilities of utilities and applicants for gas service. The commission is exploring ways to balance the need to reduce new gas service extensions in furtherance of the goals set by the 2019 Climate Leadership and Community Protection Act. CA EC Building Energy Efficiency Standards Update

The California Energy Commission will consider proposed revisions to the 2025 update to the state’s Building Energy Efficiency Standards. These standards, which serve to reduce wasteful, uneconomical, and unnecessary uses of energy in the state, are updated every three years. The commission began formal rulemaking of the 2025 Energy Code in March, following two years of pre-rulemaking development of the proposed changes.

ID PUC 2024 Idaho Wildfire Mitigation Plan

The Idaho Public Utilities Commission is due to receive comments regarding Rocky Mountain Power’s application for approval of its 2024 Idaho wildfire mitigation plan, which describes the utility’s efforts to mitigate the risk of wildfires and investments to construct, maintain, and operate electrical lines and equipment to minimize this risk. The plan includes a baseline risk analysis and descriptions of inspection procedures, vegetation management practices, system hardening efforts, public safety power shutoff protocols, and cost forecasts. The PacifiCorp subsidiary forecasts additional investment of $31.40 million through 2026 including $22.26 million of capital expenses. The plan also describes a multi-step approach to coordinate with the utility’s public safety partners on wildfire mitigation and safety power shutoff preparedness.
