FERC Cheniere's $1B Gas Line Comments

The Federal Energy Regulatory Commission is accepting comments on Cheniere Energy Inc.’s Midcontinent Supply Header Interstate Pipeline project, a 233-mile natural gas line that would enable the delivery of 1.44 billion cubic feet per day of supplies from the prolific Anadarko Basin in Oklahoma, to growing Gulf Coast and Southeast markets. D.C. Circuit San Diego Gas & Electric v. FERC

A federal appeals court will consider San Diego Gas & Electric Company’s ability to recover $31 million it spent for the $400-million South Orange County Reliability Enhancement transmission line project. At issue is San Diego Gas’s claims to an incentive that allows a utility to recoup 100 percent of expenses for a transmission project if that project is abandoned for reasons outside the utility’s control and the investments were driven by the incentive. NY PSC Renewable Grid Connection Comment Deadline

The New York Public Service Commission is seeking comments on draft rules for connecting rooftop solar panels, battery systems and other distributed-level generation with up to 5 megawatts or less of capacity to the grid. The rules lay out the interconnection requirements and utility interconnection policies and practices for small power producers, which are currently not subject to such regulations.(18-E-0018)

OH PUC Duke Rate Case Hearing

The Public Utility Commission of Ohio will take up Duke Energy Ohio Inc.’s request to hike electric distribution rates leading to an increase in annual revenues by about $15.4 million and a 10.4 percent return on equity. Duke serves over 700,000 customers in southwestern Ohio. (17-0032-EL-AIR)

PA PUC FirstEnergy Default Electric Service

The Pennsylvania Public Utility Commission will consider the default service plans proposed by FirstEnergy Corp. for its companies serving customers in the state. The companies are Pennsylvania Power Company, Pennsylvania Electric Company, Metropolitan Edison Company, and West Penn Power Company. (P-2017-2637855, et al.)

PJM Security and Resilience Meeting

PJM Interconnection LLC will provide an update on its response to the Federal Energy Regulatory Commission’s Resilience Order in January. FERC’s order asks operators of the regional wholesale power markets to determine if additional measures are needed to harden the bulk power system from extreme weather and other disruptions. The committee will also provide information on the cyber intrusion on PJM and review lessons learned from the 2017 hurricane season.

MI PSC Consumers PURPA Hearing

The Michigan Public Service Commission will consider a challenge against the rates it set for Consumers Energy Co. to pay for purchasing power from small renewable generators. Consumers argues that the agency’s calculations underpinning the payout rates contain errors and that a process to have the rates reset was unreasonable. (U-18090)

MN PUC Enbridge Line 3 Hearing

The Minnesota Public Utilities Commission will review the adequacy of a revised environmental assessment of Enbridge Energy LP’s Line 3 replacement project. The approximately $7-billion line, the largest project in Enbridge history, will replace 1,031 miles of pipeline between Hardisty, Alberta, and Superior, Wisconsin. The project is slated to go into service in 2019, according to the company website.(14-916)

CA PUC Resource Adequacy Program Deadline

The California Public Utilities Commission is taking final comments on its resource adequacy program, which establishes the amount of energy supplies utilities must procure to ensure reliable electricity service in 2019 and 2020. The agency is also mulling refinements to the program in light of the surge in intermittent renewable generation and power plant retirements. (R1709020)
