EIA Monthly Energy Report

The U.S. Energy Information Administration will issue its Monthly Energy Review, providing data on energy production, consumption, prices and trade. The U.S. imported an average of 644,000 kilowatts per month of solar panels during the first four months of this year, up from less than 300,000 kilowatts in the months following the imposition of tariffs on imported solar in February 2018. The continued decline in the cost of solar photovoltaic modules likely offset some of the effects of the tariff, according to the EIA.

EPA Renewable Fuel Standard Program Deadline

The Environmental Protection Agency is scheduled to receive comments on its proposed volume requirements under the Renewable Fuel Standard for cellulosic biofuel, biomass-based diesel, advanced biofuel, and total renewable fuel. On July 5, the agency proposed setting a blending volume of 20.04 billion gallons for 2020, up from the current level of 19.92 billion gallons. The proposal would keep the target for conventional biofuel, mainly corn-based ethanol, at 15 billion gallons, drawing criticism for failing to address small refinery exemptions that hurt biofuel demand. The program, established in 2007, directs the agency to set annually increasing blending mandates for renewable fuel use in the transportation sector to reach 36 billion gallons by 2022. CT DEEP 2GW Offshore Wind Solicitation Conference

The Connecticut Department of Energy and Environmental Protection will host a bidders conference for the state’s first solicitation dedicated to offshore wind power, seeking proposals for up to 2 gigawatts. The offshore wind RFP stems from legislation enacted in June that authorizes the state to purchase up to 2 gigawatts of offshore wind energy, equivalent to 30 percent of the state load. The state’s multi-resource solicitations held in 2018 resulted in the selection of 300 megawatts of the Revolution Wind project being developed by Denmark-based Orsted A/S and Eversource Energy.

MA DPU Grid Connection Tariff Revisions Deadline

The Massachusetts Department of Public Utilities is scheduled to receive revisions to the distributed generation (DG) interconnection tariff related to affected system operator studies conducted during the grid connection process. At a technical conference held in July, the department directed the electric distribution companies to collaborate with stakeholders and file proposed revisions. The agency is reviewing its current interconnection standards and procedures, including grid connection of battery storage systems and methods to manage high volume queues for interconnection, in an effort to support continued growth of the DG marketplace. 19-55

NV PUC Southwest Gas Rate Case Hearing

The Public Utilities Commission of Nevada will receive public comment on a proposal by Southwest Gas Corporation to slash the average monthly residential bill in the southern part of the state by 69 cents and bump the single-family residential customer monthly bill by $2.27 in Northern Nevada.

The California Energy Commission, the Governor’s Office of Business and Economic Development, and the Public Utilities Commission will conduct a joint public workshop to discuss the importance of streamlining the electric vehicle charger permitting process in the state.

CA PUC Wildfire Fund Ruling Comment Deadline

The California Public Utilities Commission is scheduled to receive reply comments on whether it should require certain electrical corporations to collect from ratepayers a non-bypassable charge to support California’s new Wildfire Fund, which is designed to help utilities pay for wildfire damages linked to their transmission equipment. The fund will be financed equally by ratepayers and shareholders from the state’s three large investor-owned utilities. In order to access the fund, companies will have to earn an annual safety certification before the wildfire season.

OH PUCO Commission Rule Review

The Ohio Public Utilities Commission is scheduled to receive comments on changes to rules governing electric companies as part of its regular five-year review. The proposed revisions would create consumer safeguards in the installation of advanced meters and establish a safety reporting requirement for any accidents involving a utility electric line or facility. The changes would provide consumers the opportunity to block the transfer of their electric service provider, and allow the electric utility to provide a disconnection notice. 17-1842-EL-ORD
