A federal appeals court will consider the allocation of costs for expansions and upgrades to PJM Interconnection LLC’s electric grid. While FERC ruled that a utility’s transmission reliability project, serving its system, should be paid for by customers in the utility’s zone, petitioners led by Dominion Energy Inc. argued that those costs should be borne by ratepayers in the broader region. BOEM Offshore Oil, Gas Leasing Sale

The Bureau of Ocean Energy Management will sell leases for 77 million acres off the coast of Texas, Louisiana, Mississippi, Alabama and Florida to oil and natural gas producers. A federal appeals court will weigh arguments by an environmental group that the Federal Energy Regulatory Commission’s collection of fees from the natural gas pipeline companies that it regulates makes the agency more inclined to approve projects.
