D.C. Circuit Old Dominion Electric Coop. v. FERC
A federal appeals court will consider the allocation of costs for expansions and upgrades to PJM Interconnection LLC’s electric grid. While FERC ruled that a utility’s transmission reliability project, serving its system, should be paid for by customers in the utility’s zone, petitioners led by Dominion Energy Inc. argued that those costs should be borne by ratepayers in the broader region.
