A federal appeals court will review the Federal Energy Regulatory Commission’s oversight of PJM Interconnection LLC’s transmission rights market, which is used by power users to hedge against price spikes from higher electricity demand. The case centers on a dispute between FERC and PJM over how to address market flaws, particularly the valuation of transmission rights and the allocation of costs for the program. (17-1101)

FERC PJM Capacity Auction Meeting

The Federal Energy Regulatory Commission will review how PJM Interconnection LLC accounts for demand response in calculating the system’s capacity requirements. A second panel will consider changes to PJM’s assessment of grid reliability that places most of the risk of outages in the summer months. The final panel will consider shifting PJM’s capacity procurement to a seasonal-basis to better match the system’s needs during the winter and summer. (EL17-32)

EPA Coal Ash Disposal Hearing

The U.S. Environmental Protection Agency will review proposed amendments to coal ash disposal regulations. The proposal includes a dozen changes to the rules governing the location, design, and operation of existing and new coal ash landfills with the aim of reducing the regulatory burden for more than 400 coal-fired power plants nationwide.

EPA Clean Power Plan Repeal Deadline

Comments are due on the Trump administration’s proposal to repeal the Clean Power Plan, an Obama-era rule to impose caps on greenhouse gas emissions from the U.S. electricity sector. U.S. EPA chief Scott Pruitt is leading efforts to scrap the landmark regulation. (EPA-HQ-OAR-2017-0355)

MA DOER Offshore Wind Project Selection

The Massachusetts Department of Energy Resources is scheduled to announce the winners of its offshore wind power procurement, however the selection process is subject to delay, according to Governor Charlie Baker, a Republican, as the state works on a separate clean energy program for hydropower. The selection will be the first in a series of competitive solicitations required under the state’s 2016 Act to Promote Energy Diversity, which calls for the state to secure 1,600-megawatts of offshore wind by 2027. NY PSC Utility Storm Response Hearings

The New York State Department of Public Service will continue its assessment of the response by the state’s major electric utilities to the March winter storms that disrupted service for more than half a million residents. The utilities consist of Central Hudson Gas & Electric Corp., Consolidated Edison Inc., Niagara Mohawk Power Corporation d/b/a National Grid, New York State Electric & Gas Corporation, Orange and Rockland Utilities Inc., PSEG Long Island LLC, and Rochester Gas & Electric Corporation.

MA DPU Clean Energy Connect Contract Deadline

The Massachusetts Department of Public Utilities is scheduled to receive long term contracts from Avangrid Inc., a subsidiary of Iberdrola SA, to supply renewable power to meet the state’s clean energy targets. On March 28 the agency awarded the contract to Avangrid’s 145-mile New England Clean Energy Connect transmission line, a project designed to deliver 1,200-megawatts of hydro power from Québec to the New England grid. NYSERDA Clean Energy Standard Solicitation

The New York State Energy Research and Development Authority will issue the next solicitation for 1,500,000 megawatt-hours of large-scale renewable energy under the state’s Clean Energy Standard. WA UTC Avista, Hydro One Merger Hearing

The Washington Utilities and Transportation Commission will take comments on the $5.3-billion merger between utility Avista Corporation and Hydro One Limited, a Canadian transmission and distribution service provider. The deal, which was approved by the Federal Energy Regulatory Commission on January 16, requires authorizations from state regulators within Avista’s territory of Washington, Idaho, Oregon and Montana. CO PUC Xcel Clean Energy Plan Deadline

Xcel Energy is scheduled to provide its updated clean energy plan to the Colorado Public Utilities Commission. The proposal, first unveiled in August, seeks to add up to 1 gigawatt of wind, 700 megawatts of solar, and 700 megawatts of natural gas and energy storage as well as the closure of two coal-fired power plants.

CAISO Resource Adequacy Final Report

The California Independent System Operator Corp. is scheduled to publish its final report on local capacity requirements for 2019. The California Public Utilities Commission is scheduled to issue a final decision on the study by the end of June in order to provide utilities with sufficient time to secure the necessary capacity commitments from power suppliers for next year.
