U.S. Congress Puerto Rico Electric Grid Hearing

The U.S. Senate Committee on Energy and Natural Resources will hear updates on the restoration of Puerto Rico’s power grid. Hurricanes Maria and Irma destroyed the island’s electric system in September, leading to extraordinarily long and widespread outages as well as a regulatory push towards grid resilience and distributed generation.

EIA Short-Term Energy Outlook Report

U.S. Congress Hearing on Electric Vehicles

The U.S. House of Representatives Committee on Energy and Commerce will discuss the growth of electric vehicles and the impact it’s having on the nation’s roadways and to the power grid. Battery electric cars are set to make up 6 percent of all light-duty vehicles sold in the United States by 2040, from about 1 percent in 2016, according to the U.S. Energy Information Administration.

FERC PJM Capacity Market Reform Deadline

Comments due on PJM Interconnection LLC’s proposal to overhaul its capacity market to accommodate competition from growing amounts of state-backed generators, especially supplies of renewable energy. Under the April 9 draft plan, PJM would reprice subsidized offers in the second stage of a two-stage auction to remove the effects of the subsidy and ensure competitive prices. (ER18-1314-001)

FERC Grid Resilience Deadline

The Federal Energy Regulatory Commission to receive comments as part of its review of the resilience of the electric grids in the regional wholesale competitive power markets. On January 8 FERC requested information on the resilience of the bulk power systems after rejecting a controversial proposal by the Department of Energy to compensate coal plants and nuclear reactors to reflect the value they bring in strengthening electric reliability. NY PSC Distributed Generation Compensation

A working group with the New York Public Service Commission will discuss changes to compensation rules in order to better credit the benefits of customer-sited solar power and other forms of distributed energy. The measure comes as the state aims to source half its electricity supplies from renewable sources by 2030.

FL PSC FPL Storm Cost Recovery Hearing

The Florida Public Service Commission will take up Florida Power & Light Company’s request for $317 million to repair damage from Hurricane Matthew in 2016. Last March the commission approved an interim charge that applied to customer bills for a twelve-month period concluding on Feb. 28. FPL is a subsidiary of NextEra Energy Inc. (20160251-EI)

FL PSC TECO Solar Cost Recovery Hearing

The Florida Public Service Commission will take up a request by Tampa Electric Company to recover $30 million in costs for the Balm and Payne Creek solar farm. The projects, totaling about 145 megawatts, are expected to be in service by September 2018. Tampa Electric is a subsidiary of TECO Energy Inc. (20170260-EI)

CT PURA Natural Gas Adjustment Decision

The Connecticut Public Utilities Regulatory Authority is due to make a final decision of the purchased natural gas adjustment clause charges or credits filed by local distribution companies. The clause is a mechanism that permits natural gas distribution utilities to adjust the price of natural gas supplied to consumers, reflecting cost. The commission annually reviews the gas costs of each company to ensure they are reasonable. (17-10-01)

PJM Start of PJM's 2021/2022 Auction

PJM Interconnection LLC will hold its annual auction to secure generating capacity for delivery starting June 2021. The grid manager seeks to obtain commitments for about 152 gigawatts of supply, which is about 1 percent below the peak load of the previous auction.

ME PUC Hearing on Emera's Microgrid

The Public Utilities Commission of Maine will discuss the investigation into Emera Maine’s $3 million Hampden Microgrid Project, consisting of a solar array, battery and a backup generator to serve the company’s Hampden operations center. Emera abandoned the project amid regulatory concerns over an investor-owned transmission utility owning a generation asset. Emera Maine is owned by Emera Inc. (2017-00311)

S.C. Legislature End of Legislative Session

The South Carolina state legislature will adjourn in May, before the usual June recess, according to the National Conference of State Legislatures. The legislature has pending bills seeking to address how to cover the $9 billion costs from the abandonment of an expansion project at South Carolina Electric & Gas Co. and Santee Cooper’s V.C. Summer Nuclear Station. South Carolina Electric is a unit of SCANA. (S 954)

Ohio PUC DPL Electric Rate Hearings

The Public Utility Commission of Ohio will take up Dayton Power & Light Company’s request for a $65 million-hike in its electric rates, accounting for a boost of 30 percent to its current revenue. The commission staff has recommended a lower increase of between 10.58 percent and 12.8 percent. Dayton Power and Light Company is as a subsidiary of DPL Inc. (15-1830-EL-AIR)

MN PUC CenterPoint NatGas Rate Hike Hearing

The Minnesota Public Utilities Commission will consider a request by CenterPoint Energy Resources Corp. to hike natural gas rates by $56.5 million, representing a 6.4 boost to its revenue. (17-285)
