The U.S. Senate Committee on Environment and Public Works will hold a hearing to review the perspective of states on working with federal agencies to comply with Clean Air Act rules under the cooperative federalist system. Republican lawmakers have sought to limit the reach of the federal government into state energy and environmental policy.

FERC Distributed Energy Technical Conference

The Federal Energy Regulatory Commission will discuss the participation of aggregated distribution-level power supplies in wholesale markets and consider how the generation will be integrated by the regional system operators. The conference comes as system managers from New York ISO to California ISO have begun to eliminate regulatory barriers faced by swelling supplies of customer-sited renewables. (AD18-10)

U.S. Congress Puerto Rico Grid Repair Update

The House Committee on Energy and Commerce will hear updates on the restoration of Puerto Rico’s power grid. The island’s electric system was destroyed by hurricanes Maria and Irma in September, leading to prolonged outages and a regulatory push towards grid resilience and distributed generation.

D.C. Circuit NextEra Energy Resources LLC v. FERC

A federal appeals court will consider a dispute arising over rules that favor wind and solar-powered generation in ISO New England Inc.’s annual capacity market by allowing renewables to offer supplies at lower prices to ensure they can win contracts in the auction. Competing generators and petitioners NextEra Energy Resources LLC, the Public Service Enterprise Group Inc., and NRG Energy Inc. argued that the exemption threatens to lead to lower auction prices, squeezing revenues already beaten down by falling power prices. NY ISO Market Design for Renewables

A working group with the New York Independent System Operator Inc. will consider pricing and performance incentives to prepare for the addition of large amounts of renewable energy supplies onto the grid. New York set a goal to source half of its electricity from renewable generation by 2030.

PJM Resiliency and Renewables Integration

PJM Interconnection LLC’s liaison committee will consider how and if generators are appropriately compensated for reliability, flexibility, and beneficial environmental attributes in the wholesale market. The committee will discuss the integration of distributed energy sources onto the PJM market, following a related proceeding by the Federal Energy Regulatory Commission.

Ohio Senate Renewable Energy Standard Vote

The Ohio General Assembly’s session will resume April 11. The Senate may take up a vote on House Bill 114, which would weaken energy efficiency targets as well as make voluntary the state’s existing green energy standards requiring utilities to source a portion of the electricity sales from renewables. The Electric Reliability Council of Texas Inc. will feature an update by President and Chief Executive Officer Bill Magness, a report from the independent market monitor, and a report on natural gas from the Bureau of Economic Geology, of the University of Texas.

CAISO Must-Run Procurement Review

The California Independent System Operator Corp. will consider updates to its reliability must-run and capacity procurement program. The operator relies on contracts under the program to secure supplies from generators to ensure sufficient generation is available to meet system demand. The grid operator is considering changes to the rules as flagging power prices drives up retirements and leaves the system more vulnerable to supply shortages.

MI PSC PURPA Avoided Cost Hearing

The Michigan Public Service Commission will discuss updates to its method for calculating the rates a utility must pay for electricity supplies from a small power producer under the Public Utility Regulatory Policies Act. Consumers Energy Co., a unit of Michigan-based CMS Energy Corp., has opposed rules to enter into purchase contracts under the statute, arguing that it has a glut of supplies to meet demand.
