DOE Geothermal Research Funding

The U.S. Energy Department is due to receive letters of intent to apply for a funding opportunity for geothermal research through the Small Business Innovation Research and Small Business Technology Transfers programs. The department has announced funding for FY25 Phase I Release 2 projects focused on geothermal heating, cooling, and enhanced geothermal systems. Full applications are due by Feb. 26.

EIA U.S. Energy Outlook

The U.S. Energy Information Administration will issue its Short-Term Energy Outlook report, providing a forecast of energy supply, demand, and prices. In its latest short-term outlook, the agency forecasts a three percent increase in electricity consumption in the residential sector this winter compared to last winter due to expectation of colder temperatures. Winter electricity sales in the commercial sector is forecast to grow by two percent due to colder weather and continued growth in power demand from data centers.

DOE National Interest Electric Transmission Corridors

The U.S. Energy Department will hold webinars to discuss three potential National Interest Electric Transmission Corridors, or NIETCs, that have moved to Phase 3 of the designation process: Tribal Energy Access Corridor, Southwestern Grid Connector Corridor, and Lake Erie-Canada Corridor. The NIETC designation involves a four-phase process that begins with the evaluation of the results of the most recent study identifying potential geographic areas for designation followed by the issuance of a preliminary list of potential designations in the next phase. During the third phase, the department continues to assess the basis for designation, initiates any needed environmental reviews, and conducts public engagement, culminating in the release of one or more draft designation reports and environmental documents. The fourth phase concludes the process with the release of final reports and documents. The Federal Power Act requires a report once every three years to designate as a NIETC any area experiencing, or expected to experience, transmission capacity constraints or congestion that affects consumers.

DOE Appalachian Regional Clean Hydrogen Hub

The U.S. Energy Department will hold a virtual meeting to discuss the preparation of an environmental impact assessment for Battelle Memorial Institute’s proposed Appalachian Regional Clean Hydrogen Hub funded by the 2021 Infrastructure Investment and Jobs Act. As proposed, the hub consists of a suite of demonstration projects involving clean hydrogen production, transportation, and end users located within the Appalachian Region that includes Ohio, Pennsylvania, and West Virginia. The hub would consist of 12 projects, including hydrogen production facilities that could produce at least 1,700 metric tons of clean hydrogen per day. The law authorized $8 billion from 2022 through 2026 to establish a program that supports the development of regional clean hydrogen hubs.

NY PSC Energy Storage Implementation Plan

The New York Public Service Commission seeks comments on a proposed bulk energy storage program implementation plan filed by the New York State Energy Research and Development Authority. Last June, the commission approved a new framework for the state to achieve its updated goal of deploying 6 gigawatts of energy storage by 2030, up from the 3-gigawatt target established in 2019. The roadmap is designed to support a buildout of storage deployments estimated to reduce projected future statewide electric system costs by nearly $2 billion. Key details in the roadmap include a competitive Index Storage Credit mechanism to secure 3 gigawatts of bulk storage and incentives for retail and residential storage projects.

NYSERDA EV Infrastructure Program

The New York State Energy Research and Development Authority will hold an optional webinar regarding a funding opportunity to develop direct current fast charging electric vehicle supply equipment along Alternative Fuel Corridors in New York State south of Interstate 84. The initiative will make up to $28.5 million available in federal funding through the National Electric Vehicle Infrastructure, or NEVI, Program. The initiative aims to reduce the cost of purchasing and installing charging equipment, which will ultimately accelerate electric vehicle adoption by increasing the state’s EV infrastructure. An additional webinar will be held on Feb. 12 and proposals are due by March 18.

ME PUC Net Energy Billing Rule

The Maine Public Utilities Commission will hold a public hearing to consider amendments to its net energy billing rule pursuant to a 2023 law, which requires that the value of expired credits under the kilowatt hour program be used for the benefit of individuals receiving low-income assistance. Amendments adopted last June require transmission and distribution utilities, on an annual basis starting in 2024, to determine the monetary value and remit the amount to the commission so that the funds can be disbursed through the Low Income Assistance Program. The commission initiated a rulemaking proceeding to provide clarity to the amendments with respect to credits assigned to the facility account – retail service account representing the physical location of the facility. 2024-00356

MN PUC Dakota Electric Association Rate Case

The Minnesota Public Utilities Commission seeks reply comments on Dakota Electric Association’s petition for adjustments of retail rates and charges applicable to electric services. Dakota Electric proposes an increase in rates of approximately $23.8 million, or 11 percent, and an interim rate of $20.5 million, or 9.5 percent, effective on March 1 if the commission suspends the proposed increase.

CA EC Energy Reliability and Resilience Investment Program

The California Energy Commission will host an information session to discuss its Community Energy Reliability and Resilience Investment, or CERRI, program. The session will include an introduction of the CERRI team, and an overview of the program’s funding source, eligibility requirements, objectives, and application guidelines for the funding opportunity. The program invests in projects that increase community energy reliability and resilience, supports the state’s climate and energy policies, improves energy justice and equity, and create jobs.

MN PUC Grid and Customer Security Issues

The Minnesota Public Utilities Commission will consider action needed to address electric distribution grid and customer security issues related to public display or access to grid data including distribution grid mapping, aggregated load data, and critical infrastructure. The commission’s investigation into grid security issues related to data access began in 2020. The current proceeding involves issues surrounding the provision of distribution grid data to enable the effective deployment of distributed energy resources while maintaining grid security and balancing the risk of grid data disclosure with the benefits from increased data access. Following a comment period which concluded on Dec. 4, the Department of Commerce and other parties recommended that the commission approve a standing workgroup to consider data sharing and security issues.
