BOEM Atlantic Shores Offshore Wind Project

The Bureau of Ocean Energy Management is due to receive comments on its draft environmental assessment for two wind energy projects offshore New Jersey – Atlantic Shores Offshore Wind Project 1 and Project 2. The combined proposal, referred to as the Atlantic Shores South Wind Project, is a joint venture of EDF Renewables North America and Shell New Energies US LLC. The projects could collectively generate about 2,800 megawatts of electricity if approved. Project 1 has an Offshore Wind Renewable Energy Certificate award from the New Jersey Board of Public Utilities for 1,510 megawatts of power. Atlantic Shores is seeking a second power offtake agreement for Project 2.

BLM Oil and Gas Lease Sale

The Bureau of Land Management is due to receive comments on an environmental review analyzing six parcels totaling about 8,972.24 acres in Utah, for the proposed December 2023 competitive oil and gas lease sale. The lease sale will include updated fiscal provisions authorized by the 2022 Inflation Reduction Act, including a royalty rate of 16.67 percent, up from the previous minimum of 12.5 percent.

DOE Carbon Capture and Storage

The U.S. Energy Department is due to receive full applications in response to its $2.25 billion Carbon Storage Validation and Testing funding opportunity to support carbon capture, utilization, and storage and carbon dioxide removal to reach climate goals. The department re-opened the funding opportunity with modifications to accept applications under a broader scope, which include storage complex feasibility, permitting, and construction stages of project development. Applicants must explain how projects are expected to deliver economic and environmental benefits and mitigate impacts, conduct community and stakeholder engagement, and incorporate diversity, equity, inclusion, and accessibility while promoting workforce development.

MD PSC Community Choice Aggregation Pilot Program

The Maryland Public Service Commission is due to receive comments on proposed regulations from a workgroup on the Montgomery County Community Choice Aggregation Pilot Program. The program’s workgroup is tasked with submitting an annual report to the commission detailing the status of the aggregator pilot. The commission is required to establish standards and procedures to protect the rights of residential customers who receive electricity supply through the aggregator, including prohibition of discrimination on the basis of customer location.

NY PSC 110 MW Holtsville Energy Storage Project

The New York Public Service Commission is due to receive comments on Holtsville Energy Storage LLC’s application for a certificate of public convenience and necessity to build and operate an approximately 110-megawatt energy storage facility in Suffolk County. The project is expected to be located on about six acres of land consisting of 124 lithium-ion battery containers, heating, ventilation, and air conditioning cooling systems, and electric grid interconnection switchgear for a 138-kilovolt interconnection. 23-E-0142

MN PUC Xcel Energy Long-Duration Energy Storage Pilot

The Minnesota Public Utilities Commission will consider Xcel Energy Inc.’s petition for a long-duration energy storage pilot. The company is proposing to acquire a 10-megawatt/1,000-megawatt-hour iron-air battery to be located at their Sherco facility, in order to gain a better understanding of dispatching during renewable droughts, mitigating transmission congestion, and reducing curtailment of existing renewable generators. The proposal follows an April 2022 order approving Xcel’s integrated resource plan and directing the company to pursue energy storage technologies that are cost-effective, maintain reliability, and support decarbonization. CA PUC Utility Safety Practices

The California Public Utilities Commission and the Office of Energy Safety Infrastructure will hold the third annual meeting on utility safety practices to hear from Bear Valley Electric Service, Pacific Gas and Electric Company, Southern California Edison, and San Diego Gas & Electric on their electric safety performance and related safety efforts. The purpose of the meeting is to provide information about the utilities’ electric safety practices including corporate safety governance and culture, wildfire prevention actions, and management of utility safety. The office assesses utilities’ wildfire mitigation plans and annual wildfire-specific safety culture assessments, issues safety certifications, and evaluates executive compensation structures.

CA EC EV Infrastructure Deployment Plan

The California Energy Commission is due to receive comments on the development of an update to the state’s deployment plan for the National Electric Vehicle Infrastructure, or NEVI, Formula Program for 2023. The 2021 Infrastructure Investment and Jobs Act provides $5 billion in funding over five years for the formula program to build out the first national network of EV charging stations to progress towards the goal of deploying 500,000 chargers by 2030. California’s share is $384 million over 5 years. In September 2022, the U.S. Transportation Department approved EV infrastructure deployment plans for all 50 states, the District of Columbia, and Puerto Rico under the program, providing access to more than $1.5 billion to build EV chargers encompassing about 75,000 miles of highway across the U.S. 22-EVI-03

CA EC Diablo Canyon’s Role in Electric Reliability

The California Energy Commission will hold a workshop to provide an overview of a proposed approach for the cost comparison of extending the 2,240-megawatt Diablo Canyon nuclear power plant operations to a portfolio of other feasible resources available for calendar years 2024 to 2035. The workshop will include a staff presentation on the proposed analytical approach to develop the cost analysis report which must be submitted to the legislature by Sept. 30, 2023 pursuant to Senate Bill 846 enacted last year. The legislation directed the commission to determine whether it is prudent to extend the plant’s license beyond the expiration date of 2025 to support reliability. 21-ESR-01
